Greenfield Community College is located in the beautiful and historic Pioneer Valley of western Massachusetts, between the foothills of the Berkshire Mountains and the fertile farmland of the Connecticut River watershed. GCC is a public community college serving over 4,800 people annually in credit courses and credit-free workshops. GENERAL STATEMENT OF DUTIES:
The Comptroller is a member of a high-performing administrative team that reports to the Chief Financial Officer. S/he provides accounting and financial reporting expertise to the college and ensures compliance with all applicable Federal, State and college regulations and policies. The Comptroller manages non-unit professional administrators, staff accountants and support staff. The Comptroller is responsible for overall management of the college's fiscal operations including student billing, grant accounting, general accounting, accounts payable and financial reporting and will assist the Chief Financial Officer with long and short term budget planning.
The chosen candidate will need to contribute to an administrative team that is strategic and forward thinking, and the individual will need to model the college's commitment to equity, institutional agility, innovation, and life-long learning. The incumbent needs to operate as a creative innovator, and be highly self-motivated and passionate about continuous improvement. EXAMPLES OF DUTIES:
- Supports the learning mission of the College through effective leadership, analysis, and planning of college finances, business operations and other duties as assigned. This includes: the annual operating budget, a long range plan, and a monthly estimate update, as well as, ad hoc projections and modeling. In conjunction with the Chief Financial Officer, identifies best practices and maintains oversight on College balance sheet reserves and income statement contingency planning.
- Under the direction of the CFO, partners across campus on fiscal needs, problem solving and opportunities. Develops, revises and implements business policies and operating procedures as needed. In partnership with IT, other administrators, and faculty review processes and policies for efficiency, cost effectiveness, impact and innovation.
- Directs daily operations of General Ledger, Accounts Payable, Accounts Receivable, general accounting and financial reporting. Maintains college's chart of accounts.
- Oversees MMars activity including payroll expenses. Manages fund activity and reconciliation to internal ledgers and 901 reporting.
- Has signature authority for college documents such as vendor payments and MMars documents.
- Ensures the accurate and timely processing of all accounting transactions and compliance with federal, state, Department of Higher Education and college regulations and policies and generally accepted accounting practices. accreditation requirements.
- Prepares reports and surveys, as required by regulatory agencies; assists Chief Financial Officer with preparation of annual financial statements and documents in support of the annual independent audit and other audit activities.
- Identifies, recommends and maintains policies and procedures related to the financial and business practices of the college. Plans and implements new operating procedures and optimizes use of information technology to improve service quality and efficiency of service delivery.
- Ensures compliance with institutional, state, and federal agency guidelines and provides oversight for grant accounting.
- Maintains a standard of superior service to all in the college community. S/he fosters and maintains positive relationships and works collaboratively with faculty, administrators, staff, students and vendors.
- Develops and implements short and long-range institutional and departmental projections and goals consistent with college strategic plans and senior management direction.
- Recommends and implements policies and procedures to maximize revenue and minimize expenses.
- Leads responsibility in maintaining Banner Finance. Works in concert with various college departments responsible for Banner modules that interface with the college's Finance system.
- Provides support to the CFO for accreditation requirements.
- Performs other duties as assigned.
- Bachelor's degree in Accounting or Finance or Master's degree in Business.
- Experience with the Governmental Accounting Standards Board (GASB);
- Minimum of five (5) years of progressively responsible managerial experience in administrative services in a higher education institution;
- Broad understanding of the mission of a comprehensive community college;
- Must be able to: research, analyze and interpret complex financial data; respond effectively to questions and prepare material in response to inquiries; make concise and effective presentations on controversial or complex topics to college management; exercise judgement and discretion as well as handle confidential information.
- Must have previous experience using production accounting and reporting application(s) and production databases and possess excellent end-user computer skills, including Microsoft Office products (Word, Excel, Access and PowerPoint) and adept at using macros, creating charts and graphs.
- The Comptroller must be able to step in and provide backup support in critical functions to meet and over staff absences.
- Must be well-organized, flexible and able to manage multiple projects simultaneously.

- Ability to communicate financial concepts to non-finance constituents is required. Ability to prepare and present various analytical materials, including trend analysis and fiscal projections for multiple audiences.

- Assumes responsibility for other duties as directed by the Chief Financial Officer.
REQUIRED SKILLS, KNOWLEDGE AND APTITUDES:
- Ability to make and implement firm, clear decisions;
- Ability to work effectively in a participatory and collaborative manner with all segments of the college community;
- Excellent oral and written communication and interpersonal skills.
- CPA designation.
- Post-Graduate or Master's degree in related field.
- Experience with the Massachusetts state accounting system.
- Experience with SCT Banner.
- Evidence of success in creating professional development opportunities for staff.
- Successful experience with supervising grant funded projects.
- Experience working in a collective bargaining environment.
- Knowledge of fund accounting and grant accounting/administration.

SALARY: $86,000-$93,000 annually, commensurate with qualifications and experience. The College offers a competitive salary and an excellent benefits package.
