Description

Plan, organize, coordinate and supervise the daily operations of fiscal functions including, but not limited to vault services, accounts payable, accounts receivable, fees, and travel reimbursement for all District funds in accordance with established policies and procedures and maintaining appropriate internal controls. Assist in the development of the District's Annual Budget and maintenance of position control. Oversight of accounting records and a comprehensive set of controls designed to enhance the accuracy of the institution's reported financial results.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Director of Fiscal Services. Incumbents work within a specific framework of standard procedures and objectives.

Incumbents assign, coordinate, supervise and evaluate the work of assigned staff.

Responsibilities and Duties

  1. Plans, organizes, coordinates, and supervises all day-to-day transactional payment, disbursement, and cash-based District fiscal operations. Develops and monitors position control budget, including salaries and benefits for all positions.
  2. Assists the Director of Fiscal Services in preparation of the District's annual budget.
  3. Assist in monitoring budgeting, accounting, and business services functions of the organization for financial effectiveness and operational efficiency.
  4. Reviews and reconciles Payroll data prior to posting to the General Ledger.
  5. Provides information and/or data for the District for employer/employee labor relations meetings and/or negotiations. Assist to develop or present District proposals in labor negotiations.
  6. Assist in the development and implementation of policies, procedures and programs related to fiscal reporting and management.
  7. Supervises, trains, and evaluates the work performance of assigned staff.
  8. Provides oversight, maintains internal controls, and ensures integrity of the cash and credit card based fiscal operations.
  9. Develops and/or assists in the development of policies, procedures, manuals and other informational material regarding transactional based fiscal operations; identifies areas for improvement and solutions for inefficiencies and procedure modifications.
  10. Participates in the annual external audit of District funds and leads internal audit transactional reviews to ensure internal controls are effective.
  11. Resolves operational and campus related process issues related to collection, deposit, payment, and posting of all receipts, disbursements, and reimbursements.
  12. Coordinates the development, integration and enhancement of automated and online financial systems for assigned operations. Oversees and coordinates the data collection, preparation, and distribution of reports, as assigned.
  13. Oversees student accounts including but not limited to collection and posting of, enrollment payments, other student fees, and waivers.
  14. Manages the integrity and accuracy of general ledger transactional coding by communicating standards and conducting periodic training for fiscal staff and campus users.
  15. Serve as the fiscal liaison for processing and issue resolution for procurement, encumbrance management, and credit applications.
  16. Coordinates year-end functions relating to transactional based fiscal operations.
  17. Performs other related duties as assigned.


Qualifications

Knowledge of:

  • General principles and practices of technical accounting and budgeting using Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, and the California Community College's Chancellor's Budget and Accounting Manual (BAM).
  • Financial and management information systems used for the fiscal administration of a Community College District.
  • General accounting and budgeting theory and practices
  • Principles and practices of accounts receivable, accounts payable, banking, and cashiering with related internal control concepts
  • Cash handling, collection, deposits, and reconciliation processes and related internal controls
  • Federal, state, local laws, regulations and policies governing the fiscal administration of a Community College District
  • Principles and practices of administration, supervision and training.
  • Standard office procedures, methods, and equipment including computers and associated financial software.
Ability to:
  • Make recommendations on a broad range of fiscal issues including but not limited to budgets, accounting, policies, and procedures
  • Provide technical assistance and technical expertise in the development and preparation of District's budgets
  • Meet deadlines and schedules
  • Direct the preparation and maintenance of a variety of narrative, financial and statistical reports, records and files related to assigned activities
  • Apply sound accounting methods to a variety of receipts, disbursements, and cashiering based transactions.
  • Read, interpret, explain, and applicable principles, laws, codes, and regulations.
  • Plan and organize work; delegate work as necessary; handle multiple projects and meet deadlines.
  • Resolve complaints and service issues effectively and efficiently.
  • Communicate clearly and concisely, orally and in writing.
  • Work cooperatively with the management and staff team members to ensure the efficient and smooth operations of Fiscal Services Unit.
  • Foster a team-oriented environment that encourages professional development and motivates staff to excel; promotes self-accountability and continuous improvement.
  • Provide technical training and supervision to office staff involved in a comprehensive and integrated business workflow process.

Supplemental Information

Education and Experience Requirements

  • Bachelor's degree from an accredited college or university with an emphasis on business administration, banking, finance, or general management. Three (3) years of experience in preferably in a public sector, government, or education environment and at least one (1) year in a lead or supervisory role over related functions.
