DESCRIPTION
Mendocino College is seeking a full-time, tenure-track Counselor - EOPS/CARE to join our friendly, dynamic student services department.

Extended Opportunity Programs and Services (EOPS) is a student support program that has been in place throughout the California community college system since 1969. Enacted into law via Senate Bill 164, California community colleges recognize the need and accept the responsibility for extending the opportunities for students disadvantaged by social, economic, educational or linguistic barriers. Through comprehensive academic and support counseling, financial aid and access to other support services, students are able to overcome challenges, barriers and achieve their educational and career goals. EOPS students who are single parents receiving public assistance can also access Cooperative Agencies Resources for Education (CARE). The CARE program offers additional support services so students can transition from welfare dependency by securing the education, training, and marketable skills needed for self-sufficiency and upward social mobility.

RESPONSIBILITIES
Under general direction of the Dean of Counseling and Student Programs, as well as in accordance with the EOPS/CARE California Title 5 regulations and guidelines, the EOPS/CARE Counselor provides individual and group guidance and counseling to students accepted into EOPS. Through a minimum of three counseling meetings per semester, the EOPS/CARE counselor addresses academic, vocational and personal concerns while connecting students to various services in order to ensure equity and access throughout the educational experience.

ASSIGNMENT
This is a full-time, tenure track, categorical funded, contract position, contingent on continued funding. The work year consists of 175 days, including 164 duty days from July 1 through June 30, 2 mandatory professional development / flex days, and 9 individually designed professional development / flex days per year [54 hours at 6 hours/day], 2 days of which are designated for Program Review and SLO assessment. Specific work days and hours will be set at the time of employment and annually thereafter.

SALARY AND BENEFITS
Compensation is dependent on education and experience. Annual salary offered at $60,237-$86,420.

Step seven (7) is the maximum step placement based on FTE work experience.

Benefits: With no monthly premium contribution from the faculty member, we offer
a comprehensive benefits package that includes family medical, dental, vision, EAP benefits and employee life insurance. Additional voluntary life insurance is available for employee purchase. Benefits are effective the first of the month following hire date.

Paid Time Off: The successful candidate will earn ten (10) days of sick leave per year.

Retirement: This position is eligible for CalSTRS Retirement. Additional, voluntary 403(b) programs are available.

REPRESENTATIVE DUTIES
Guidance and Counseling:

  • Assists students in clarifying their educational and career goals, develop comprehensive educational plans and maintain currency as it relates to institutional and/or transfer requirements
  • Assists students in becoming more knowledgeable about their aptitudes, interests, values, and achievement levels and considers this information when helping students decide on a major area of study and transfer institution
  • Assists students in understanding certificate and degree requirements as well as the various options available to meet requirements
  • Teaches students how to view available course offerings and register for courses
  • Develops partnerships and collaborates with all instructional and counseling faculty, as well as various programs and departments on campus to maximize student success, promote innovation and maintain accessibility
  • Utilizes and stays abreast of advanced counseling methods and student development theories which include integrating technology to support student learning and career objectives
  • Refers students who require more specialized counseling and/or services to appropriate agencies in the community
  • Assists faculty, administrators, staff, and family members in recognizing student needs
  • Participates in shared governance committees
  • Participates in regularly scheduled counseling department meetings
  • Performs other counseling duties as assigned

Other Duties:
  • In accordance with the standards of Extended Opportunity Programs & Services, provides over and above counseling services to EOPS students, including academic, vocational, career and personal counseling on a drop-in and appointment basis both day and evening, at the various college centers and via multiple modalities (in person, teleconferencing, phone, email)
  • Designs and facilitates EOPS orientations and workshops
  • Ensures that students are maintaining continuous contact throughout each semester and meets the minimum requirement of three counseling meetings per semester
  • Assists students in understanding the EOPS Mutual Responsibility Contract and specifies what programs and services the student shall receive and what the student is expected to accomplish
  • Through regular student-counselor meetings, ensures the student is succeeding adequately, that programs and services are being provided effectively and to plan changes as may be needed to enhance student success
  • At the conclusion of each semester, assess each student's success in reaching the objectives of that term, the efficacy of the programs and services provided in meeting the student's needs, and assist student in preparing the next term of classes or for other future plans the student may have
  • Approaches counseling through an equity lens, identifies and names barriers to academic success, maintains awareness of resources and appropriately refers students when necessary (mental health counseling, educational materials, technology, programs, student clubs, tutoring, grants, etc.)
  • Participates in regularly scheduled EOPS department meetings and works closely with EOPS department staff to effectively deliver services to students
  • Assists in developing and preparing EOPS Program Review and Service Area Outcomes
  • Actively ensures that students understand the procedure to request support services and confirms that students receive services in a timely manner
  • Ensure that all communication made with each student is properly documented and scheduled in the scheduling system database
  • Intentionally designs comprehensive education plans that address the specific needs of educationally disadvantaged students which include a long-term sequence of courses with a specific timeframe for completion
  • Provide hands-on guidance and assistance with university applications


QUALIFICATIONS
MINIMUM QUALIFICATIONS

Master's degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, or career development or the equivalent.

AND



Nine semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social or economic disadvantages; OR six semester units or equivalent of a college-level counseling practicum or counseling field work courses in a community college EOPS program or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages.

AND

Two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social, or economic disadvantages.

PREFERRED QUALIFICATIONS

Ability to address the needs of the community served by the college, including Spanish language capabilities.

Bilingual and bicultural Spanish highly preferred.
