Job Description:
APPOINTMENT: January 1, 2019

RESPONSIBILITIES: The Director of the Human Resources provides leadership and oversight for the Human Resources Program at Western Illinois University. This position reports directly to the Vice President for Administrative Services. This position provides direction for the classification, compensation, diversity outreach, employee and labor relations, employment and examination of approximately 700 classified staff. Additionally the director provides direction and oversight for the benefits and employee assistance program for approximately 1800 faculty, staff and administrators. The Director of Human Resources provides leadership and direction; develops and modifies functions; serves as the designated employer representative to the State Universities Civil Service System and State Universities Retirement System fosters relationships with external constituencies ensures that WIU maintains compliance with appropriate federal and state statutes, laws and regulations; and provides expert advice consistently across all employee groups.

Requirements:
REQUIRED QUALIFICATIONS:
Master's Degree
Progressively responsible leadership experience in Human Resources
Proficient communication, conflict management and interpersonal skills.
Experience in and knowledge of working with diverse groups,
Experience in supervising personnel, managing budgets and human resource data.

PREFERRED QUALIFICATIONS:
Experience working in the higher education environment.
Experience working with public sector employees and with a classification system
Experience with employee recruitment, talent management and employee benefits programs
Experience with state and federal regulations relating to human resources.
Experience working with collective bargaining agreements.
Experience in the use of technology and automated HR systems.
For a degree to be considered, it must be conferred from a regionally accredited degree-granting institution of higher education (or equivalent from an international accrediting body).

Macomb is an Amtrak city with twice-daily service to Chicago. Macomb is located approximately 75 miles from the Quad Cities International Airport (Moline, IL) and 70miles from the Greater Peoria Regional Airport (Peoria, IL).

WIU-Quad Cities (Student Population: 1,332): The only public university in the Quad Cities area, WIU-QC offers select undergraduate and graduate programs, including a doctorate in education and a doctorate in environmental studies, at its metropolitan, non-residential campus in Moline, IL (population 44,000). The Quad Cities (population 376,000) rests on the banks of the Mississippi River and is comprised of Moline and Rock Island in western Illinois and Davenport and Bettendorf in eastern Iowa. Moline, Illinois is home to the Quad Cities International Airport.
