Instructional Outreach Dean
Anticipated Start Date: September 1, 2021

Starting Pay Range: $90,783 - $100,940 plus exceptional benefit package

Job Summary:
PRIMARY PURPOSE:
The Dean of COCC Instructional Outreach furthers the mission, vision and values of the College through oversight of its branch campuses; eLearning; high school programs; and personal enrichment courses. The dean represents the interests of these areas in college leadership meetings, budgetary planning, strategic planning and interactions with employee collective bargaining groups, as necessary, and is responsible for effectively communicating with all units within Instructional Outreach. The dean is responsible for articulating the vision, growth, and strategy for programming beyond the Bend campus and reducing impediments to growth in these vital areas. The dean must strive to learn and serve the needs of various communities in which the college has presence. The dean provides leadership, direction, and administration to ensure learning centered and student focused academic programs and services.
Terms of Employment:
This is a 12-month exempt position at pay level 32 in the Administrative salary schedule.
Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
Requires the provision of official transcripts upon hire.
COCC employees must work and reside in the state of Oregon at the time their work is being performed.
The College is NOT able to support Visa applications for this position. Applicants must already be eligible to work in the United States to be considered for this position.
Upon hire, must pass criminal and/or driving history; only information relevant to the position will be considered.

Essential Functions:
Leadership
1. In collaboration with the president and Senior Leadership Team, establish the vision and direction for all areas of instructional outreach, which includes the branch campuses, eLearning, high school programs, and non-credit personal enrichment offerings.
2. Serve as liaison between the vice president for instruction, instructional deans, all areas of instructional outreach operations, other college departments and units, branch campuses and the communities in which they are operating.
3. Represent the needs of instructional outreach operations in all college-wide processes.
4. Develop a leadership team that promotes collaboration, innovation, excellence, growth, and accountability.
5. In partnership with the president and chief advancement officer, meet with regional area political leaders, Chambers, Community Foundations, Economic Development entities, secondary educational leaders, and business leaders to collaborate on growth strategies and to communicate education issues.
6. Serve as a leader and member of internal committees and councils; represent the College on local, regional, state, and national committees and councils, as requested.
7. Promote and foster collegiality between instruction, student services, and administrative services at the college; initiate and support creativity, change, and innovative instructional practices.

Administration/Management
1. Provide general administrative support and supervision for all areas of instructional outreach maximize the success of our students and communities.
2. Supervise the director of eLearning, directors of the Branch Campuses, director of College Now, and leadership of non-credit personal enrichment offerings.
3. Provide mentoring and professional development oversight for instructional outreach staff.
4. Provide input into academic course scheduling.
5. Provide information for and attend monthly Board of Director meetings.
6. Develop, manage, and monitor instructional outreach budgets.
7. Perform personnel functions related to staff (leaves of absence, hiring, evaluation, assignment, supervision, termination, etc.); collaborate with other instructional deans in oversight of faculty evaluation systems.
8. Develop and manage grants and special projects.
9. Assist in the development of and ensure compliance with collective bargaining agreements.

Teaching, Learning, and Student Success
1. Provide input to instructional deans from community conversations for continuous
improvement of programming for instructional outreach.
2. Articulate, coordinate, and facilitate with the CTE instructional deans and workforce training leaders in the development of occupational education associate degrees, certificate programs and non-credit training for delivery through instructional outreach.
3. Articulate, coordinate, and facilitate with the transfer instructional deans the delivery of transfer courses, programs, and degrees through instructional outreach.
4. Ensure compliance with regional accreditation policies and standards as well as independent accrediting bodies for CTE programs.
5. Develop and maintain community partnerships related to credit and noncredit academic programming.

7. Must have knowledge of issues and trends in higher education, especially those involving eLearning, branch campuses, high school programming, and personal enrichment courses.
8. Ability to work cooperatively with, and contribute to, a diverse workplace through ideas or experience and develop mutually beneficial partnerships.
9. Must be able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
10. Must be able to work effectively in a collective bargaining environment.
11. Experience delivering learning or other services electronically.

Minimum Qualifications:
Education: Master's Degree from a regionally accredited institution.
Experience: Two (2) years of teaching experience. Two (2) years of successful leadership experience within a complex organization, including supervision of staff. Two (2) years of experience working with higher education as an employee, partner,
or in some other capacity. Two (2) years of experience working to expand education, programming, or services beyond traditional boundaries.

Preferred Qualifications:
Education: Master's degree in education or a career/technical/workforce development
field.

Experience: One (1) year of experience providing instructional outreach at another
educational institution in excess of minimum requirements. One (1) year of experience delivering learning or other services electronically. One (1) year of Community college teaching experience.

Physical Demands and Other Ergonomic Requirements:
Working hours are generally Monday through Friday from 8:00 AM to 5:00 PM. Additional hours or schedule changes may be required based on work requirements including attending monthly evening board meetings. Work is performed in an office setting, mostly sitting with frequent computer use.
