POSITION PURPOSE: Under the general direction of the Associate Vice President (AVP) and Chief Information Officer (CIO), the Information Technology Services (ITS) Budget & Analysis Officer is responsible for independently performing complex administrative, financial analysis, and budget monitoring work within the Office of Information Technology Services. The position will address the flow of budget information between the University Budget Office and Information Technology Services, centralize/analyze all ITS financial information, and track both non-state and state funds. The ITS Budget & Analysis Officer will also assist the AVP & CIO in performing more complex and in- depth analysis such as preparing the ITS budget and resource planning, preparing budget to actual analysis, revenue, and expense projections, reporting of salary and benefits, position control, and space management.

DUTIES & RESPONSIBILITIES:

Divisional Budget Oversight
  • Independently conduct highly complex analysis and perform functions related to budget and financial management for all departments within Information Technology Services.
  • Administration/management of ITS, Reprographics and trust funds such as RunnerCard, Student Technology Fee, and the Telecom Fee Budget, which includes complex accounting, financial and budgetary analysis.
  • Provide recommendations to management regarding the projection and allocation of resources to improve effectiveness and efficiency with regards to policies and operational impact.
  • Prepare clear, concise, and complete reports and other written materials on a variety of financial, budgetary, and administrative issues.
  • Monitor budgets for short- and long-term objectives and strategic goals including trend analysis, reconciliation, report preparations, budget account review, and year-end closing.
  • Prepare variance analysis - (actuals vs prior year, actuals vs budget, actual vs projections).
  • Verify all ITS Campus and Cabinet Carry Forward Funding Requests before forwarding to appropriate BAS office for processing.
  • Frequently provide timely and accurate reporting information in response to customer and management inquiries that suggest evidence of a strong understanding of GAAP/GASB compliance policies.
  • Coordinate with Business and Administrative Services Budget Analyst and Chief Budget Officer on annual budgets.
  • Attend and participate in all ITS or BAS meetings that require budget expertise

Position Control
  • Verify all ITS staff transaction forms including, new hires, terminations, reclassifications, IRP's, etc., in relation to position control before forwarding to HR. Work directly with University Budget and ITS Directors to verify position counts and funding sources.
  • Develop and maintain processes for tracking current year position control expenditures throughout the departments and prepare summary reports for management.

Space Management & Planning
  • Work with head of Space Management and Planning on space analysis.
  • Perform space utilization reports and gather information on availability vs. need vs. Chancellor office Space policies.
  • Develop presentations and reports necessary for the Space Management Committee.

REQUIRED QUALIFICATIONS:

EDUCATION & EXPERIENCE – A Bachelor's degree and four (4) years of recent (within 4 years) related fiscal and budgetary analysis experience, budgetary management experience, and/or experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. Work experience should demonstrate complex budget analysis competency.

  • Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.
  • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
  • Excellent communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.

  • Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Excellent computer skills and competence with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email.
  • Working knowledge of or ability to quickly learn University infrastructure, policies and procedures.

PREFERRED QUALIFICATIONS:
  • Bachelor's degree in accounting.
  • Certified Public Accountant (CPA)
  • Experience with analysis software such as Tableau, power BI, dashboards, etc.
  • Expert level Excel proficiency.
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.

PHYSICAL DEMANDS: SEDENTARY WORK – involves mainly sitting; minimal walking and standing; lifting light weight objects limited to 15 pounds.
