Description
This is a 1st shift position with hours starting between 7 a.m. and 9 a.m. Role will also be required to work rotating Saturdays.

Under the direction of the Director of Public Safety, directs district-wide public safety operations for an assigned shift. Incumbent is trained and equipped as an emergency first responder. Position may be required to carry a department-issued firearm while on duty. This position is required to make independent decisions related to the safety of students, employees and the public.

Characteristic Duties and Responsibilities

  • Directs district-wide public safety operations; ensures the general safety and security of the MATC community; determines necessary and appropriate actions in response to calls for service, critical incidents, and emergency situations.
  • Supervises personnel and conducts shift briefings; coordinates Field Training Officer program; develops schedule and staffing assignments; reviews work performance; maintains standards and practices that is a consistent level of performance across shifts.
  • Participates in the delivery of proactive patrol and incident response strategies; promotes a collaborative, community-centered public safety model; integrates Community-Oriented Policing and Problem-Solving (COPPS) principles/techniques; selects and trains personnel to present COPS training; builds partnerships and relationships within the District.
  • Reviews/approves computer-aided dispatch logs, field contact reports, incident reports, and related documents; conducts and/or assigns staff to perform supplemental investigations; reviews findings and forwards case summaries to appropriate authorities; provides briefings and/or testimony.
  • Manages critical incidents; implements incident command protocols; directs first response personnel; notifies external resources and alerts/advises community; assists in recovery efforts; ensures report completion of events; leads/participates in post-incident de-briefings.
  • Conducts routine district-wide inspections and audits of public safety personnel and operations; reviews findings with District Public Safety Administration and Regional Campus leadership; develops corrective action plan.
  • Conducts investigations of citizen complaints and other internal affairs from inception through conclusion.
  • Administers the shift's equipment/technology management program that includes assignment, disbursement, collection, and inventory maintenance; conducts officer equipment/uniform inspections to ensure conformity to required standards; trains Officers in the proper use of all equipment/technology.
  • Supervises collection, securing and disposal of evidence and property; trains staff in all related protocols; routinely audits system controls and reports discrepancies.
  • Enforces consistent parking regulations; assigns Officers to parking enforcement function; supervises special event and short-term parking.
  • Provides leadership for lateral assignments; assumes a formal programmatic and/or technical specialization determined by departmental need and individual capabilities/experience.
  • Assists Director in the overall administration and management of departmental budget, personnel, programs, and other resources.
  • Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness and accuracy in all actions.

Qualifications
Required Education:
  • Bachelor's degree in Criminal Justice, Police Science, and Social Welfare or in related field.
Preferred Education:
  • Master's degree.
Required Experience:
  • Ten (10) years of progressively responsible law enforcement/public safety experience including five (5) years of direct supervisory experience, preferably in a metropolitan area.
Required License/Certification:
  • Adult CPR with First Aid and Automatic External Defibrillation (AED) certification required within 90-days of employment.
  • Possesses or is eligible to possess a firearms permit from the State of Wisconsin's Department of Regulations and Licensing.
  • Must have current driving record acceptable with MATC insurance carrier standards
Specialty Skills:
  • No un-pardoned adult felony convictions. No convictions for domestic violence. Valid Wisconsin driver's license and proof of insurability. Must satisfy the demands of the position in areas of manual dexterity, physical effort, potentially hazardous conditions, variable work shifts, proper handling of personal protective equipment. Physical Demands:
  • Ability to lift up to 25 lbs., carry, and push up to 20 lbs. and ability pull up to 50 lbs.
  • Ability to climb stairs and a ladder and maintain balance.
  • Ability to stoop, kneel, crouch, reach, hear and speak.
  • Sitting/Standing/Walking: 50% of time spent sitting, 25% of time standing, and 25% of time walking.


Supervisory Responsibilities
Will directly supervise an assigned shift of uniformed personnel dispersed throughout the District, and indirectly supervise other staff within the Department.
