Workforce Specialist - WorkFirst

Position Summary:
The Workforce Education Specialist is an exempt position at North Seattle College (NSC) in the Opportunity Center for Employment and Education (OCE&E). This position performs a variety of duties to serve students that are eligible for the WorkFirst student assistance program in the NSC Workforce Education Office. This position guides students through the process of becoming a student at the college, supports them throughout their educational journey, and processes and tracks financial assistance awards. The Workforce Education Specialist must stay informed of current TANF, WorkFirst, and Workforce Education policy and best practices to ensure that both programmatic and student needs are met. The position collects, prepares and reports data as needed to maintain or enhance students' eligibility for funding and ultimately authorized payment of awards. The Specialist works with campus and community partners including academic divisions, student services, Department of Social and Health Services (DSHS), State Board for Community and Technical Colleges (SBCTC).

This position is governed by a collective bargaining agreement with representation by AFT-Washington and is subject to union shop provisions.


Essential Functions:
  • Remain current with WorkFirst and TANF funding regulations; advocate for funding programs by providing advice and perspective on the success, challenges and future of these programs to the SBCTC, DSHS, Employment Security, workforce system partners and others.
  • Develop, refine and execute outreach strategies to attract and serve eligible students.
  • Collaborate with DSHS case managers to provide needed wraparound services for students.
  • Guide students through the process of becoming eligible, applying for funding, submitting required documentation, and complying with guidelines.
  • Attend WorkFirst meetings from SBCTC, other colleges, DSHS, and other partners.
  • Collaborate with workforce education staff to leverage funds, to transfer students to other available funding programs when TANF closes, and to provide other needed services.
  • Represent the college and workforce education at meetings and events as needed.
  • Actively participate in the Local Planning Area (LPA) meeting.
  • Collect, prepare and report the data necessary to maintain or enhance the college's opportunities to grow and expand WorkFirst programs; this data may include projections of funding and student interest to be provided to the college leadership, the SBCTC or other partners.
  • Develop and track Individual Education Plans with all students.
  • Collect weekly participation notes and enter into the DSHS (EJAS) system.
  • Help students remain eligible for funding by re-assessing their status on a quarterly basis and assisting with barrier removal throughout their time in the program.
  • Run and coordinate the WorkFirst Life Skills Program on campus, to include facilitation of workshops, assisting enrolled students, and providing administrative support for other workshop facilitator(s).


Required Education, Experience & Abilities:
  • Demonstrated passion for helping low-income individuals access education and economic opportunity.
  • Demonstrated experience working effectively with persons from diverse backgrounds, such as racial, ethnic, religious, gender and sexual orientation, socio-economic and diverse physical and learning abilities.
  • Bachelor's degree in public administration, education, social work, human services or related field or at least 3 years of equivalent direct work experience.
  • Demonstrate commitment to the mission, values and goals of Seattle Colleges, and the Strategic Plans for North Seattle College and Opportunity Center for Employment and Education
  • Work experience in a complex and dynamic environment where success is often the result of cooperation and collaboration.
  • Ability to multi-task with demonstrated time management proficiency skills.
  • Excellent interpersonal skills and demonstrated ability to work cooperatively and strategically in a team environment. Demonstrated ability to develop and coordinate effective outcomes.
  • Effectively communicate verbally and in writing with all the levels of professional, technical and administrative staff.
  • Demonstrated ability to manage and prioritize multiple tasks and deadlines while being attentive to detail.
  • Proficiency with MS Office (Word, Excel, Outlook).
