Job Summary

MCCCD is seeking a Chief Information Security Officer (CISO) to join its Information Security Office. Reporting to the Chief Information Officer (CIO), with direct access to the Chancellor in managing critical and sensitive information security matters, the CISO will be responsible for the strategic and operational direction of Maricopa's Information Security Office. This position plays a vital role in ensuring the security of Maricopa's technology services, computer systems, data networks, and data not only at the district but at all 10 of the Colleges. The CISO collaborates with multiple constituent groups to build shared ownership of information security across the organization, operating within a shared governance structure. The ideal candidate will demonstrate a commitment to service excellence, innovation, student success, integrity, and diversity in all matters.

Essential Functions

30%- Coordinate District Wide Information Security Program
  • Reduce threat surface by coordinating the development, implementation, and maintenance of the District's overall information security program.
  • Develop programs for information security policy, practices, and standards, as well as information security awareness and training.
  • Oversee information security incident response and management, risk assessment and management, and information security-related IT architecture.
  • Prioritize analytics for real-time system monitoring.

25%- Direct and Manage the Information Security Team
  • Provide vision and direction for the Information Security Team, ensuring the delivery of high-quality information security services to the District and colleges.
  • Develop an annual information security operating plan for the District Office and implement professional development and training programs for staff.
  • Maintain relevant knowledge, skills, and abilities for the position.

25%- Participate in Strategic Planning and Development
  • Contribute to the strategic planning and annual goal-setting for the ITS division, particularly focusing on information security decisions.
  • Participate as a member of the ITS Leadership Team and work towards achieving division goals and objectives.
  • Participate in strategic planning and development using the shared governance model of decision making.

20%- Leads Audit, Liaison, and Special Project Activities
  • Oversee Maricopa's receipt, review, response, and remediation of all internal/external audit requests.
  • Act as a liaison to federal, state, local, and professional organizations and the colleges.
  • Lead information security outreach, communications, and education efforts.
  • Manage vendor contracts and agreements related to information security.


Minimum Qualifications

Master's Degree from a regionally accredited institution in any field and four (4) years of progressively responsible management and/or leadership experience in information security that includes two (2) years of supervisory experience within a security office.

OR

Bachelor's Degree from a regionally accredited institution in any field and six (6) years of progressively responsible management and/or leadership experience in information security that includes two (2) years of supervisory experience within a security office.

OR

An equivalent combination of the conferred degree, education, certification and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  • Relevant professional certification(s) such as GIAC/SANS, CISSP, CISM/A, CompTIA Security+, Certified Ethical Hacker, CCSP.
  • Six (6) or more years of experience developing, maintaining, and implementing an Information Security Program (ISP), preferably in higher education with multiple sites.
  • Experience leading efforts in audit response and mitigating findings, preferably with a public entity
  • Experience addressing information security issues involving identity and access management, intrusion detection, forensics, incident management, risk management, and/or auditing.
  • Experience evaluating and providing guidance on information security software and hardware acquisitions, IT services, cloud-based solutions, and mobility.
  • Experience with developing and managing an information security awareness and training program.
  • Familiarity with information security and compliance-related issues (e.g., FERPA, HIPAA, PCI-DSS, copyright, and software piracy).
  • Experience in managing and negotiating vendor contracts and agreements.
  • Familiarity with the Academia space and how to navigate it from a budget and security perspective
  • Excellent written communication skills.
