POSITION OVERVIEW
Under general direction, plans, manages, directs and integrates the operations of the Information Technology Department including enterprise-wide technology systems and infrastructure; aligns Information Technology plans, projects, policies and operations with the District's strategic priorities to achieve the District's mission vision and goals and the District's instructional, student services, business operations and data management needs; ensures the integrity and security of the District's technology infrastructure and the protection, integrity and confidentiality of District data; provides internal consulting services on information technology solutions; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Director of Information Technology is distinguished from the other directors in that the incumbent serves as the District's Chief Information Systems Officer and is responsible for the development, operation and security of the District's technology infrastructure and related assets.

Essential Functions
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
- Plans, organizes, directs, controls, integrates and evaluates the work of the Information Technology Department; with assigned employees, develops, implements and monitors long-term plans, goals and objectives focused on achieving the District's mission and priorities; manages and directs the development, implementation and evaluation of the plans, policies, systems and procedures for Districtwide Information Technology in order to achieve annual goals, objectives and work standards.
- With members of District management, participates in the development and implementation of District strategic plans; develops and implements the Information Technology Strategic Plan and Informational Technology Operational Plan; advises the Superintendent/President and Executive Leadership team on direction, strategy, policies, standards and priorities for instructional and enterprise-level technology solutions and systems.
- Develops and enforces a cybersecurity strategy that protects the organization's digital assets, mitigates risks, and ensures compliance with applicable standard such as NIST 800.
- Provides internal consulting services on information technology issues and solutions; evaluates current and anticipated information systems and technology requirements and researches and evaluates alternative conceptual approaches to meet such requirements; recommends approaches and action plans that will produce maximum return on District technology investments, such as the migration to the cloud and adoption of artificial intelligence tools.
- Participates in the development of and monitors performance against the department's annual budget; administers the department budgets, including grants and other outside funding; develops financial projections and statistical reports as required; develops multiyear plans for large purchases; prepares bid specifications and requests for the procurement of information technology hardware, software and technical services; ensures the department's purchasing and fiscal matters are handled in accordance with District policies and regulations as well as appropriate state and federal laws and regulations.
- Oversees the selection and management of department staff; establishes performance requirements, monitors performance and provides coaching for performance improvement; may participate in grievance hearings and take disciplinary action, up to and including termination, to address performance deficiencies, in accordance with District human resources policies and labor contract agreements.
- Prepares and ensures compliance with the Chancellor's Office and federal/state-mandated reporting requirements and timelines including the District's Management Information System (MIS) submissions; regularly monitors status and performance metrics for projects and initiatives to ensure results are consistent with budget and expectations.
- Oversees the development, implementation, maintenance, evaluation and enforcement of District-wide policies, procedures, standards and guidelines for information technology; ensures all information systems and networks operate according to District standards, external accrediting agency standards, regulatory agencies, rules and legal requirements.
- Directs and participates in the architecture design, development, configuration, installation and maintenance of enterprise and student information systems and technology including networks, operating system platforms, physical and virtualized servers, cloud storage and technologies, voice and email communications systems and database environments; manages the evaluation, selection and implementation of enterprise, instructional and department-specific software and technology solutions ensuring secure, highly reliable and efficient operations and capacity to meet District integration and operational requirements.
- Directs and oversees the support of software and technology used for onsite and remote delivery of instruction; ensures classrooms and computer labs have staffing and resources to meet student and faculty needs; directs and oversees professional development for faculty and staff in the usage of learning management systems, instructional applications and classroom technology.
- Directs and oversees onsite and remote delivery of technical assistance and support for desktop/laptop hardware, software, printers, peripheral equipment, server/network connectivity, telephony, mobile devices and applications.
- Develops and implements information security strategies and plans to prevent the unauthorized use, release, modification, loss or destruction of data and other information assets; conducts risk assessments to identify system vulnerabilities and develops appropriate methods for avoiding or mitigating potential risk; analyzes, develops, recommends, implements and monitors the effectiveness of the District's security architecture, security programs, policies and procedures; develops data recovery and continuity management plans and protocols.
- Makes presentations to the Board of Trustees, Executive Leadership and other groups; represents the District and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars.
- Fosters an environment that embraces equity-minded practices, integrity, trust and respect; supports, implements and promotes compliance with the District's Diversity and Equal Employment Opportunity Plan in all aspects of employment and education; increases cultural and ethnic diversity in staffing, programs and services.
- Participates in the activities of the Technology Planning Committee; chairs or participates in participatory governance committees, processes and initiatives.
- Performs related duties as assigned.
Requirements & Desirables
EDUCATION & EXPERIENCE:
- Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
- A typical way to obtain the knowledge and abilities would be graduation from an accredited four-year college or university with a bachelor's degree in computer science, information technology, business administration, educational technology or a related field and;
- At least five years of progressively responsible information technology experience in the design, development and operation of a complex information technology program and;
- At least two years of supervisory or management experience; or an equivalent combination of training and experience and;
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
- A master's degree in computer science, information technology, business administration or educational technology.
- Experience in a California community college, educational institution or other public agency.
- Experience implementing, administering and integrating Enterprise Resource Planning (ERP) systems and student information systems.
- Experience implementing US Federal cybersecurity standard NIST 800-53 and /or ISO/IEC 27001 for establishing, implementing, maintaining, and continuously improving an Information Management System.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Administrative principles and methods including goal setting and long-range planning, program development/implementation, delegation and employee supervision.
- Principles and strategic practices of planning, design, management and operation of IT systems in a higher education environment, including requirements analysis, feasibility studies, software design, programming, testing, implementation, evaluation and cost-benefit analysis.
- Computer applications, enterprise resource planning systems, student information systems, systems security, operating systems, hardware, peripherals and telecommunications systems as used in a higher education environment.

CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:
- In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
- Criminal Justice/Fingerprint Clearance.
- California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
- DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Supplemental & Salary Information
CLASSIFCATION CATERGORY & RETIREMENT PLAN
The Director of Information Technology position is a classified administrative position, in compliance with all applicable sections of the California Education Code. Classified administrators also participate in the California Public Employees Retirement System (CalPERS) through District and employee contributions. Classified administrative employees are employed subject to the terms and conditions set forth in the individual's employment agreement with the District.
SALARY INFORMATION
FLSA Status: Exempt
Salary Grade: Management Level 6
Full Salary Range: $164,160 - $208,140 annually. (As of 7/1/2025, full salary range will increase to $173,964 - $221,316 annually.)
Starting Salary Range: $164,160 - $175,668 annually (Step 1 to Step 3). Background and experience will determine placement. Step 3 is the maximum entering step. (As of 7/1/2025, starting salary range will increase to $173,964 - 186,348 annually.)

- Medical Insurance: The District offers six plan options through Kaiser and Blue Shield. Effective 10/01/2024, the District's contributions for medical insurance coverage are as follows:
