POSITION OVERVIEW
Under general direction, plans, manages, directs and participates in the operations and activities of the Fiscal Services department, including the development and preparation of the annual District budget and resource allocation; directs and participates in financial recordkeeping, reporting and related auditing functions; complies with general accounting policies, procedures, statutes and regulations in the administration of accounts receivable, accounts payable, financial aid distribution, payroll, resource allocation control, internal and external auditing, and in District, state and federal reporting; collaborates with senior management in forecasting income, investments, expenditures, special compensation, collective bargaining, strategic planning, program evaluation, and other leadership activities; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Director of Fiscal Services is distinguished from the Vice President of Finance and College Operations in that the incumbent in the latter class acts as the Chief Business Officer for the District and provides management oversight for the division rather than a single department.

Essential Functions
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
- Plans, organizes, directs, controls, integrates and evaluates the work of the Fiscal Services Department; with assigned employees, develops, implements and monitors long-term plans, goals and objectives focused on achieving the College's mission and priorities; manages and directs the development, implementation and evaluation of the plans, policies, systems and procedures for financial operations and payroll in order to achieve annual goals, objectives and work standards.
- Plans and coordinates the activities and services of the District's fiscal operations, including accounting, payroll, banking and audit; establishes and maintains audit, risk management and internal control practices; interprets and implements Board policies and administrative procedures related to District fiscal activities and recommends revisions as required.
- Oversees the selection and management of department staff; establishes performance requirements, monitors performance and provides coaching for performance improvement; may participate in grievance hearings and take disciplinary action, up to and including termination, to address performance deficiencies, in accordance with College human resources policies and labor contract agreements.
- Plans and coordinates the development and preparation of the District's annual budget; administers District and Fiscal Services department budgets, including grants and other outside funding; in collaboration with senior management, develops financial projections and develops multiyear plans for large purchases and capital projects; prepares, maintains and provides quarterly, annual and other budget reports and documentation.
- Administers District investment programs, activities and cash flow; monitors changes to state and other funding levels; in conjunction with senior managers, adjusts District budgeting as required; provides fiscal oversight and management of a variety of District set-aside programs; receives and tracks allocation and usage of grants and other categorical funds; tracks and reports income from auxiliary operations such as bookstores, student organizations, vendors and other sources.
- Monitors revenue and fee collection; ensures cash handling, grant funding and partnership-related fiscal matters are handled in accordance with District policies and regulations as well as appropriate state and federal laws and regulations; recommends operational improvements to increase efficiency and reduce risk.
- Monitors District expenditures to comply with District, state and federal audit requirements; directs payments of invoices, contracts, reimbursements, matching funds and taxes; plans and projects benefit rates, allocation formulas and expenditure patterns.
- Directs monthly and special payroll processes, including retirement system requirements, tax, mandatory and voluntary deductions, benefit calculations and tracking, local government payroll policies and procedures.
- Analyzes grant and other District proposals for costs and compliance to required budget guidelines and policies; serves as District technical resource for management and staff inquiries about fiscal history, policies, resources and procedures; acts as signing authority for contracts, checks, warrants and grants as assigned.
- Plans and directs year-end closing of books and preparation of financial statements; directs internal District audits and represents the District in all external audit procedures; directs and maintains all District funds and accounting records; gathers information and provides background materials to internal and external auditors and implements recommendations.
- Engages in participatory governance and is involved with institutional activities such as program review and strategic planning.
- Makes presentations to the Board of Trustees, executive leadership and other groups; represents the College and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars.
- Fosters an environment that embraces equity-minded practices, integrity, trust and respect; supports, implements and promotes compliance with the College's Diversity and Equal Employment Opportunity Plan in all aspects of employment and education; increases cultural and ethnic diversity in staffing, programs and services.
- Prepares, monitors and authorizes expenditures against the Fiscal Services department budget.
- Prepares and ensures adherence to record retention policies and schedules in compliance with state education code requirements.

Requirements & Desirables
REQUIREMENTS
Education and Experience:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from an accredited four-year college or university with a bachelor's degree in accounting, finance or business administration and at least seven years of progressively responsible professional financial management experience, at least two years of which were at a supervisory or management level; or an equivalent combination of training and experience.
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
Licenses and Certifications:
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Desired Qualifications:
- A master's degree in accounting, taxation, business or public administration or a related field.
- Previous management experience in a public agency, preferably in higher education.
- A professional certification or designation such as a Certified Public Accountant, Certified Management Accountant, Certified Government Financial Manager, or Certified Public Finance Officer.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Advanced knowledge of principles, practices and procedures of general and governmental accounting, particularly involving financial statement preparation and methods of financial control and reporting.
- Administrative principles and methods including goal setting and long-range planning, program development/implementation, delegation and employee supervision.
- Generally accepted accounting principles, Government Accounting Board standards and other standards and requirements applicable to community colleges.
- Principles, practices and procedures of internal control and audit.
- Principles and practices of public agency budget development and management and grant tracking and monitoring.
- Federal, state, local and District laws, regulations and policies governing fiscal requirements of community colleges and educational institutions, including those related to categorical programs, payroll and purchasing.
- Principles, practices, laws and regulations applicable to public agency capital financing and the investment and management of public funds.

- Principles and practices of public administration, purchasing and maintaining public records.
- Safety policies and safe work practices applicable to the work being performed.
- Board Policies, Administrative Procedures, Human Resources procedures and collective bargaining agreements.

CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:
- In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
- Criminal Justice/Fingerprint Clearance.
- California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
- DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. CLASSIFCATION CATERGORY & RETIREMENT PLAN
The Director of Fiscal Services position is a classified administrative position, in compliance with all applicable sections of the California Education Code. Classified administrators also participate in the California Public Employees Retirement System (CalPERS) through District and employee contributions. Classified administrative employees are employed subject to the terms and conditions set forth in the individual's employment agreement with the District.
SALARY INFORMATION
FLSA Status: Exempt
Salary Grade: Management Level 45
Full Salary Range: $153,516 - $195,324 annually.
Starting Salary Range: $153,516 - $164,460 annually (Step 1 to Step 3). Background and experience will determine placement. Step 3 is the maximum entering step.
