Position Summary:
Responsible for the management of complex accounting functions and financial reporting for the CSCU System. Provide functional support using a wide variety of accounting and financial systems as assigned. Assist with bond related reporting. Provide guidance to CSCU institutions regarding accounting and reporting issues to encourage consistent recording and reporting of financial transactions according to BOR policy, state and federal statutes. Supervise the financial reporting of all payroll activities and the reconciliation of payroll expenditures to State and BOR systems.
Example of Job Duties:
Under the direction of the Director of Finance and Accounting, the Associate for Accounting and Reporting is responsible for the management of complex accounting functions and financial reporting for the CSCU System through effective performance in these essential duties:
- Manage and coordinate preparation of year-end audited financial statements including extracting financial data, assembling data into statement format, and reviewing accuracy of submitted footnotes.
- Maintain a current knowledge of GAAP standards and guidelines along with applicable State of Connecticut General Statutes, government and higher education policies and procedures.
- Supervise the preparation of monthly Operating Fund, Bond Fund, General Fund and Check Writing reconciliations, including the investigation and resolution of outstanding items. Maintain the financial reporting of payroll activities and reconciliations of payroll expenditures to systems, including calculation of workers' compensation.
- Responsible for year-end and start up GASB entries, including depreciation, allocation of summer tuition revenue, accruals for salary, fringe, accounts payable, allowance for doubtful accounts, unrecorded liabilities and prepaid expenses.
- Participate in the preparation of year-end audited financial statement for CSCU system and Foundations, including extracting financial data, assembling data into statement format, and reviewing accuracy of submitted footnotes.
- Supervise the compilation of data for the preparation of reports, statements, studies and analysis as required by outside agencies: APA, Office of Policy and Management (OPM), Office of Fiscal Analysis (OFA), Office of the State Comptroller (OSC), external auditors and other external entities as required.
- Prepare monthly Non-appropriated Cash Status Report for consolidated CSCU. Compile data and prepare reports, statements, studies and analysis as required for internal and external entities such as internal auditors, external auditors, Auditors of Public Accounts (APA), Office of the Treasurer (OTT), and the Office of the State Comptroller (OSC).
- Manage preparation of high-level reports (e.g., IPEDS, STIF, SEFA, GAAP, CHEFA) for external agencies and System Office management.
- Assist with bond processes, including timely reporting, payments, transfers, and preparation of documents required for bond issuance. Assist with filing of spending plans, audited financial statements and other documentation required for bond related compliance.
- Responsible for quarterly and year-end processes, including accruals for salary, fringe, accounts payable and prepaid expenses.
- Assist in development of accounting and financial procedures and provide accounting support and training to the CSCU system.
- Develops. maintains and coordinates the financial closing cycle including year-end data testing and creation of reports.
- Participates in the internal administration of external audits.
- Perform other duties and responsibilities which do not alter the basic level of the position.

Minimum Qualifications:
- Bachelor's degree in accounting or related field.
- Five to seven years' of progressive experience in accounting
- Preparation of monthly financial statements; finance experience in a non-profit organization; and experience in the evaluation of the implementation of accounting systems, policies and procedures
- Ability to use computer and associated software, and strong interpersonal skills are required to accomplish the responsibilities of this position.
Candidates must possess proven ability to effectively work with culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent interpersonal oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).
Preferred Qualifications:
- Certified Public Accountant (CPA) certification.
- Master of Business Administration (MBA) or Master's Degree in accounting/finance administration.
Starting Salary:
Minimum Salary; $93,901 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. The salary will be based on the selected candidate's qualifications such as education and job-related experience, and internal equity.
