Facilities Management at CU Boulder encourages applications for an Access Services Manager! The position provides leadership and management to 10 full time employees within the skilled trades' work focuses of electronic access, electronic monitoring, locksmithing and main office/counter operations. This work unit provides crucial services, preventive and reactive maintenance, emergency repair work, support to capital construction, and assists with prioritizing the deferred maintenance (DM) requirements for general fund and recharge facilities for campus. This role develops, leads and analyzes performance of its operating budgets, service levels, staff development, staffing levels and schedules. This position recommends and implements facilities maintenance strategic program initiatives to the Director of Maintenance and Operations (M&O) in support of maintaining critical systems in campus buildings, and works with campus partners to solve complex problems and provide engagement and outreach regarding program changes and customer service issues and concerns.
This position may serve as a FM/Operations departmental member/liaison for campus emergency management and provides key support and guidance to the program. Additionally, this position serves on or supports the campus energy management program and other sustainability and safety committees as needed.

What Your Key Responsibilities Will Be
Leadership & Supervision
- Supervise, coordinate, advise and evaluate the employees assigned to the work unit, which includes 1 journey level supervisor, 7 journey level technicians and 1 key and counter operations technician.
- Assist the director in developing annual goals and objectives that support the strategic goals of the department and integrate these into the annual performance plans. This responsibility includes developing processes that effectively implement identified goals, setting achievements and timelines for completion, identifying and analyzing key performance indicators, and effectively allocating resources to ensure successful implementation.
- Demonstrate good listening skills, ask probing questions and provide honest, direct and timely feedback to director, peer leadership, and employees on the team. Apply conflict resolution techniques and procedures as needed and forward disciplinary recommendations.
- Approve time off requests, timecards, and complete performance evaluations for employees within the team. While Access Services employs a front-line supervisor to plan and schedule work requests, this position remains responsible for supervising all aspects of the work assigned to the department and ensures customers are satisfied with performance. As a part of this effort, solicit feedback from customers, note their concerns, develop action plans for improvement and report back to customers on progress.
Program Responsibilities & Management
- Oversee the following programs: lead development of a multi-year preventive maintenance program for electronic and mechanical security systems, assume the lead in work management processes, update standards and quality assurance procedures for issuance of keys and electronic access to, and video surveillance of, the Universities' properties. Develop key matrixes and re-key buildings for customer, capital, DM and ICR projects.
- Engage with peer leadership, FMIS, and OIT staff to ensure network, software and hardware components and connections meet the Universities' policy regarding network security.
- Regularly collaborate with DPS to support security projects, initiatives and events on campus. In the event of a campus emergency or closure, including electrical outages, partner with DPS to ensure the continued functionality of campus where safety and security are concerned.
- Ensure scheduled audits of each programmatic area are completed in a timely manner and all subsequent repairs/improvements are defined with a clear scope and cost estimate. Collaborate with Director to establish appropriate funding sources. Identify if work can be completed by Access Services or if outside resources are required.
Budget Development & Management
- Using historical information and current trends supported by data within AssetWorks and People Soft, develop and explain annual operating budget, totaling $1.85 million, for Access Services in coordination with FM Accounting.
- Accountable for the accuracy and appropriateness of costs supported by operating budget and all associated auxiliary budgets. To support cost beyond the boundaries of the yearly operating budget, submit funding requests for approval and support from the department's auxiliary budgets.
- Collaborate with FM Accounting staff to review monthly budget reports, develop and review spending trends and review monthly charges to auxiliary departments. The position has a $25,000 approval limit.
Project Support
- The Access Services work unit provides support for construction projects on Campus. This function may be related to: utility outage notifications, the integration of new projects into existing systems/buildings, construction document reviews, field inspections, equipment/system commissioning and start up, the warranty process, updating UCB Building Standards and the selection of Standing Order Contractors.
- Function as a trade specific liaison with staff engineers, consultants, and project managers to provide broad knowledge of the electrical aspects of buildings and electrical components within buildings. This position relies on staff within Access Services to perform specific duties within this function and is responsible for selecting, assigning and scheduling those involved in the project support function.
Facilities Audit & Auxiliary Funding
- Ensure staff performs field inspections of buildings, components and systems, and documents their findings. After the field inspections, responsible for developing the base scope, base cost estimates and plans to support the renewal, replacement, or rebuilding of deficiencies discovered.
- Partner with the Director and the DM Program Manager to prioritize proposed projects. When projects are funded, work with Access Services employees, FM professional services staff, consultants and projects managers to refine the scope and initiate projects. Upon completion of a project, ensure new equipment is entered into the AssetWorks database, warranty information is complete, and preventive maintenance procedures have been established.

- This is a primarily in-person position, with an anticipated work schedule of 7:30 am - 4:00 pm, Monday - Friday.

The salary range for this position is $80,376 - $102,000 annually.

What We Require
- Bachelor's degree or equivalent combination of education & experience.
- 3 years of increasingly responsible experience in Access Services.
- Possess a valid Driver's License.
- To follow ITAR regulations, be either:
- U.S. Citizen (has a U.S. passport, certificate of naturalization, original or certified copy of U.S. birth certificate, Native American Tribal Document, Certification of Birth Abroad by Department of State).
- Legal, permanent resident in the US (has a green card, or foreign passport has a temporary I-551 stamp imprinted on visa).
