The Housing Navigator provides direct support to participants in the RESET Program by assisting them in securing and maintaining stable housing. This position works under the supervision of the Program Manager to develop individualized housing stability plans, coordinate rental assistance, and connect participants with wraparound services. In addition, the Housing Navigator will provide Substance Use Disorder (SUD) counseling and relapse prevention services as part of a comprehensive support plan. The Housing Navigator engages participants using a culturally responsive, trauma-informed, and evidence-based approach, supporting their long-term housing and community reintegration success.

Position Summary

Temporary, Non-Exempt, Full Time, Benefited position through 6/30/2026 (Appointment may be renewed annually based upon availability of funds, availability of work and satisfactory job performance).

Salary: $4,980.00 to $5,550.00 per month.

Location: CSRI RESET San Bernardino Center.

Work Schedule

40 hours per week. 8:45am-5:15pm, Monday-Friday (with some evenings and Saturdays required and hours are subject to change depending on business requirements).

Typical Activities

Under minimal supervision of the RESET Program Manager, the Housing Navigator will work independently to:
Participant Housing Services
  • Assist participants in identifying, securing, and maintaining safe and affordable housing.
  • Develop individualized housing stability plans tailored to participant needs.
  • Support participants in applying for rental assistance and subsidies.
  • Provide ongoing follow-up to ensure housing stability and address barriers.
Case Management and Support
  • Deliver wraparound case management services, connecting participants to supportive resources (employment, education, treatment, and healthcare).
  • Conduct regular check-ins with participants to monitor progress and update housing plans.
  • Collaborate with the Program Manager on substance use disorder (SUD) counseling referrals and relapse prevention strategies.
Community Engagement and Partnerships
  • Establish and maintain strong relationships with landlords, housing providers, and community partners.
  • Advocate on behalf of participants with housing agencies and service providers.
  • Participate in community outreach and program-related events.
Data and Reporting
  • Maintain accurate and timely documentation of participant services, housing progress, and case notes.
  • Input data into case management software to track outcomes and ensure compliance with program and funder requirements.
  • Assist in preparing program reports as needed.
Regular travel to participant residences, landlords, and community partners. Using personal means of transportation (with reimbursement provided after the fact).
Minimum Qualifications
  • Education & Experience:
    • Associate degree or higher and a minimum of two (2) years of experience working in the human services field. OR High school diploma, or its equivalent, and a minimum of four (4) years of experience working in a similar human services position.
  • Other:
    • Certified Alcohol and Drug Counselor (CADC) certification is required.
    • Knowledge of housing systems, landlord/tenant relations, and rental assistance programs.
    • Experience providing case management or housing navigation services.
    • Strong interpersonal, communication, and problem-solving skills.
    • Ability to work with diverse populations in a culturally competent and trauma-informed manner.
    • Organizational skills to manage caseloads and meet program deadlines.
    • Proficiency in Microsoft Office Suite and case management software.

Preferred Qualifications
  • Bachelor's degree in Social Work, Psychology, Criminal Justice, Counseling, or a related human services field.
  • Experience working with justice-involved populations.
  • Knowledge of Substance Use Disorder (SUD) services and relapse prevention strategies.
