Job Overview
Senior Program Manager, O'Neill Institute for National and Global Health Law - Georgetown University. The Senior Program Manager (SPM) is an integral position within CIGH's team providing valuable program management and technical advice to the execution of the Center's projects and grants. The SPM supports implementation of CIGH's global health programs, serves as a substantive advisor on program implementation, and supports technical work streams. The SPM will be a critical member of the grant management team and provide necessary coordination between and across CIGH partners.
The SPM will support the Blantyre Prevention Strategy (BPS), the PathToScale Injectable PrEP implementation science initiative (PathToScale), and the PICASSO trial. The SPM will provide programmatic and technical support to the administration of the Center's grants. The SPM will lead project management activities for BPS and PathToScale and may also contribute to research and writing related to the projects, including to share updates and findings, as well as new grant proposal development.
For BPS, the consultant will support the BPS Program Director by performing critical project management duties including task tracking, liaising with BPS-funded and other partners on their work plan implementation, supporting BPS Secretariat and Expanded Secretariat monitoring and oversight. In addition, the consultant will coordinate with the CIGH Grants Manager on grant sub-agreements, invoice tracking and reviews, and reporting. S/he will support monthly reporting to the funder and other verbal and written reporting on project implementation, outcomes, and learning.
For PathToScale and PICASSO, the consultant will support the CIGH Senior Technical Advisor by providing project management support, including oversight of country partner work and ensuring outputs are aligned with key project objectives (including the imminent re-initiation and scale-up of PathToScale enrollment and introduction of the study intervention). The consultant will engage regularly with the locally based Technical Advisor for PathToScale, the PathToScale secretariat, and other study groups or partners.

Work Interactions
The Senior Program Manager will support the Program Directors and Center senior staff, under supervision of the O'Neill Institute Executive Director.
Requirements and Qualifications
Successful candidates will have at least a MPH, M.A., or related graduate degree such as public policy, public administration, or international affairs, with ten or more years of professional experience in global health program management, administration, and implementation. Demonstrated knowledge of and experience working on HIV programs, particularly with a global and/or prevention focus, is required. Knowledge of existing and next generation HIV prevention biomedical tools is strongly preferred. Experience working for the U.S. government or one of its implementing partners is highly desired, as is experience working with community-based organizations, donor and recipient governments, and global HIV/AIDS partners, supporting programs in Africa, and/or living and working in Africa.
In addition, successful candidates will have strong knowledge and experience developing workplans, tracking project outputs and engaging diverse partners, and using information gathered to improve program performance. Demonstrated success in leading discussions and coordinating with government agencies, host country governments and counterparts, and international donor agencies is preferred. Ability to lead high-profile, policy relevant global health initiatives, including public speaking is critical. Excellent written and oral communication skills in positions requiring communication with a broad audience, particularly in cross-cultural settings; experience writing and publishing academic papers; and organizational skills and proactive work style are also preferred. Demonstrated ability to work well in ambiguity, self-starter who does not require directives and a team player who enjoys collaborating.
A PhD, DrPH, or MD is preferred.

Pay Range:
The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:
$80,429.00 - $157,238.93
Compensation is determined by a number of factors including, but not limited to, the candidate's individual qualifications, experience, education, skills, and certifications, as well as the University's business needs and external factors.
