Job Summary

The Budget & Fiscal Planning office at CU Boulder welcomes applications for the Assistant Vice Chancellor for Budget Management! The office of Budget & Fiscal Planning (BFP) resides within the department of Business, Finance and Infrastructure. The office serves as the steward of university resources and as a trusted advisor for Senior Vice Chancellor (SVC) for Finance and Business, Associate Vice Chancellor for Budget & Finance, and colleges, schools and units across the university to support decision-making and promote financial stewardship. The office plays a key part in the university's strategic and financial planning processes, and works with all academic and administrative units of the university to provide budget analyses, produce internal campus projections on revenue and expense, manage strategic initiatives, allocate and manage annual operating budgets and other operational elements of the budget.
The Assistant Vice Chancellor of Budget Management (AVC) manages ten staff, through director-level positions, and has oversight of the university's $2.6 billion operating budget. Reporting to the Associate Vice Chancellor of Budget and Finance, the AVC plays an integral role in planning, developing, implementing and managing university operating budget allocations and budget principles. The AVC links the campus vision, strategic priorities, and people to provide timely and data-driven support to the SVC, Associate Vice Chancellor for Budget & Finance and other campus decision makers. The AVC will work in close partnership with the Office of the Provost and other academic and administrative finance leaders to ensure that budget and supporting processes support the university's mission and priorities.
To this end, the AVC builds high-trust and collaborative relationships with campus partners and facilitates the identification and resolution of financial challenges as well as explores the financial impact of strategic initiatives. Who We Are

Budget & Fiscal Planning (BFP) partners with academic and administrative leaders, coordinates campus-wide budget and fiscal planning and identifies and facilitates the allocation of resources necessary for the Boulder campus to excel as a major educational and research university. Through collaboration, we connect ideas, resources and decisions that drive the university's success.

What Your Key Responsibilities Will Be

Budget Management
  • Responsible for ensuring accuracy, completeness, quality, and timeliness of all budgets, forecasts, and related information.
  • Advise on policy financial impacts and recommend and develop strategic financial options, modeling and forecasting.
  • Define and implement university-wide processes, deliverables, workflows, roles and responsibilities, training, and communications that ensure high quality outcomes.
  • Oversee the campus incentive-based budget allocation model including presenting on model impacts, managing regular review of the model, and ensuring timely allocations.
  • Support the implementation and enhancement of Anaplan while ensuring the tool reflects accurate data, has appropriate controls and enables campus use of the software.
  • Direct preparation of and present updates to Associate Vice Chancellor and prepare formal and informal reports for management, including reports presented by the SVC to executive leadership.
  • Direct, track, document, and ensure timely delivery of cyclical, scheduled, and extemporaneous requests directed by Associate Vice Chancellor.
  • Oversee activity-based costing for Rate-Based Service Agreements to ensure compliance and appropriate approvals.
  • Coordinate with other applicable departments to ensure deliverables are inclusive of input from affected units.
  • Work closely with the Assistant Vice Chancellor for Revenue Management & Policy Analysis to support Budget & Fiscal Planning team, priorities, and projects.
  • Complete ad hoc campus initiatives and reporting as directed by the AVC Budget & Finance or the SVC.
Cross-campus partnerships and engagements
  • Build collaborative relationships with CU Boulder colleagues and leadership in order to seek, identify, clarify, and deliver financial results with high degree of efficacy.
  • Serve as a link between centralized budget/financial analysts and campus constituents to define the problem/question, determine project scope, address problems, and ensure effective and timely project completion.
  • Lead critical path and/or high-level projects and steward project members toward timely solution through the development, presentation, and interpretation of data-dense information tailored to meet the financial expertise of each audience member.
  • Participate in job-related committees organized by partner departments, including the Campus Controller's Office, Data and Analytics, Campus Business Services, Infrastructure & Sustainability, and Enrollment Management.
  • Represent Budget & Finance leadership at campus, unit, and administrative meetings.
  • Prepare and present, as directed, budget-related materials on behalf of the Associate Vice Chancellor.
Supervision, Management, and Development
  • Supervise director and/or management-level staff within the office of Budget & Fiscal Planning.
  • Establish and monitor staff performance and development goals, set objectives, determine priorities, and conduct coaching and annual performance appraisals.
  • Monitor and manage daily activities of the team; organize and assign workflow and provide clear and direct communication to establish focus and ensure employees understand duties and delegated tasks; provide constructive feedback and support issue resolution.
  • Foster inclusive work environment; encourage open communication, curiosity, feedback, and involvement in decision-making processes; build positive relationships, provide motivational support, and nurture a work culture that challenges, respects. and engages staff.
  • Coordinate training and skill development opportunities for cross-trained personnel. Ensure business and service continuity by identifying and assigning back-up project leads for all cyclical and major deliverables.


What You Should Know

  • Regular work hours (8am - 5pm) Monday-Friday. Variable hybrid work scheduling is expected with up to 5 days per week in office, as needed.


What We Can Offer

  • The annual salary range is $179,100 - $209,290.
  • A one-time relocation assistance allowance may be available within applicable department guidelines.

What We Require

  • Master's degree or equivalent combination of education and experience.
  • Minimum six plus years progressively responsible finance, accounting, or budgeting management experience.
  • Four years of management experience. Equivalent combination of education and experience may substitute.

  • Deep knowledge of and technical expertise in higher education budgeting and understanding of budgetary operations, including ability to develop and manage budget systems, policies and procedures, and programs that support the university's mission.
  • Ability to explain complex budget topics and concerns to campus partners, including executive leadership.
  • Self-confident, willing to take an independent position, and professionally advocate for a position.
  • Proven ability to build strong partnership with campus stakeholders by fostering trust and collaboration.
