POSITION OVERVIEW
Under general direction, performs a variety of specialized activities involved in planning, conducting and presenting research and data analysis related to institutional planning, effectiveness, accreditation, student success and other areas; prepares research papers, ad-hoc and standard reports, data visualizations and data-based recommendations to communicate data for others to understand outcomes and make decisions; participates in the design and execution of complex research studies; provides technical assistance to District staff in the areas of program evaluation, assessment and analysis; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
A Research and Planning Analyst is distinguished from a Research Data Systems Analyst in that an incumbent in the latter class oversees the design, implementation and maintenance of databases and data-oriented processes and ensures the overall quality, usability, security and appropriate privacy of District and student data. It is further distinguished from a Senior Research and Planning Analyst in that an incumbent in the latter class leads and independently conducts the more complex research and studies and represents. Planning, Research and Institutional Effectiveness (PRIE) on District wide committees and working groups.

Essential Functions

The duties listed below are intended only as illustrations of thevarious typesof work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar,relatedor a logical assignment to this class.

  • Defines research objectives and questions to identify required data sets and data sources to complete research and data analysis related to institutional planning, effectiveness, accreditation, student success, placement tests and other areas required by outside organizations and used by staff, faculty and administrators for projects and decision making.
  • Identifies appropriate research methodologies, statistical analysis techniques, data resources and study plans to achieve research objectives; extracts, collects, analyzes and reconciles data and information related to accreditation, academic programs, grants, enrollment and curriculum management, student demographics and learning outcomes, student retention and persistence, and other relevant data; conducts literature reviews.
  • Conducts specialized research and compiles, assembles, evaluates and prepares a variety of educational data for use in reports and institutional planning activities; assists in monitoring and analyzing District programs for educational effectiveness; provides input concerning the development and implementation of policies and programs to enhance educational effectiveness.
  • Develops queries and uses other data extraction tools to generate and format data requested by management, faculty and staff to enhance evidence-based decision making and review and research on educational and program outcomes; validates data interpretation and extraction methods; merges data from various sources to create datasets for analysis; formats data from District databases and other sources.
  • Participates in a variety of surveys, focus groups and related research and data analysis activities; analyzes data for trends and performs qualitative and statistical analyses; prepares actionable interpretations of patterns and analyses; reviews, analyzes, arranges and reports data according to project, survey and study specifications, needs, requests and requirement.
  • Produces a variety of highly specialized written reports, data visualizations, oral presentations, graphics and handouts. Conducts and assists with training sessions and workshops on data acquisition, usage and reporting.
  • Tracksand catalogsevidence in support ofDistrictplanning and accreditation.
  • Coordinates and prepares mandated reports required by the Chancellor's Office and other entities; inputs and verifies uploaded data concerning institutional characteristics, degrees and certificates awarded, and personnel and financial data; works with the Information Technology department on data requirements and upload formatting.
  • Participates in quality assurance procedures to ensure the validity and reliability of institutional research data; validates data and identifies errors and discrepancies; makes corrections, additions and modifications as needed based on standard definitions and protocols.
  • Represents the District and/or department on internal and external committees; communicates with District personnel and various outside agencies to exchange information and resolve data-related issues or concerns.
  • With other PRIE and Information Technology staff, provides input and assistance in development, maintenance and operation of data warehouse including data warehouse features, data definitions and data sources for purposes of research, reporting and decision making; assists with definition and development of data dashboards, standard reports and other end-user data tools.
  • Prepares,distributesand respondsto a variety of correspondencerelated to assigned projects,studiesand activities.
  • Stays current on trends, innovations in technology, institutional research, planning, data analysis, visualization and reporting; participates in listservs, conferences and other external professional development activities to stay abreast of current Chancellor's Office policies, legislation and other issues affecting the California Community College system.

OTHER DUTIES
  • Attends meetings as assigned.
  • May troubleshoot and/or validate accuracy of coding for data extractions performed by employees in other departments.
  • Updates relevant websites and document management sites.
  • May coordinate with College and District committees and ad hoc groups involved in planning, accreditation, program review and other functions.
  • Refers people to other offices, services, campus locations and resources as appropriate.
  • Performs related duties as assigned.


Requirements & Desirables

REQUIREMENTS
Education and Experience:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be a bachelor's degree in mathematics, computer science, business administration or a related field, and two years of experience involving statistical research and analysis, including work with computer databases and software applications; or an equivalent combination of training and experience.

Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender, sexual orientation, and ethnic backgrounds of community college students.

Desired Qualifications:
  • A master's degree in statistics, computer science or a social science with an emphasis on research.
  • Advanced knowledge of qualitative and statistical procedures, the use of reporting/visualization tools, and hands-on data analysis and reporting.
  • An understanding of and previous experience analyzing labor market and occupational trends including labor market supply and demand analysis.
  • Previous experience working with faculty and administrators in a community college setting.
  • A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Bilingual skills in a designated second language.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • Principles, practices, procedures and techniques involved in the research, collection, analysis, interpretation and reporting of statistical data.
  • Professionally accepted research practices applicable to research methodology development and selection, data analysis and interpretation, and reporting.
  • Principles and practices of survey development, design and dissemination, including use of creation and distribution software.
  • Basic relational database principles, data structure design, and optimization.
  • Theories, principles, methods and techniques of statistical analysis and statistical packages (Stata, SAS, R, and/or SPSS).
  • Data extraction and query tools such as SQL.
  • Interactive data visualization platforms and techniques (Tableau, Power BI).
  • Standard statistical procedures related to sampling, correlation analysis, projections and other quantitative measures applied to institutional research and evaluation.
  • Principles, practices and methods of administrative, organizational and management analysis.
  • Principles, tools and techniques of project planning and management.
  • The Family Educational Rights and Privacy Act, applicable sections of the California Education Code and other District, state and federal laws, rules, regulations, and policies applicable to the assignment.
  • Principles of student learning outcomes and general education outcomes.
  • Data control procedures and data entry operations, data verification, reconciliation and cleanup procedures.
  • Issues and current trends in higher education, particularly as they apply to California Community Colleges.
  • Safety policies and safe work practices applicable to the work being performed.

Skills and Abilities to:
  • Understand and be sensitive to and respectful of the diverse academic, socio-economic, ethnic, cultural, disability, religious background and sexual orientation of community college students, faculty and staff.
  • Identify, investigate and define research questions, issues and problems and locate sources of reliable and reproducible data to meet research needs and requirements, as appropriate to assigned scope of responsibility.
  • Understand, interpret, explain and apply standard research methodologies and techniques.
  • Create, design and write ad-hoc computer programs and queries in the production of a variety of reports requested by staff, faculty and administrators.
  • Collect a variety of data from various sources including focus groups and creating and disseminating survey instruments.
  • Consultatively provide information, training and guidance to District administrators, faculty and staff on research data collection, sources and extraction methods and tools, analysis best practices, techniques and standard reporting and data visualization tools.
  • Use data visualization tools to develop tables, graphs and interactive dashboards for various audiences.
  • Operate computers and make advanced functional use of standard business software, including word processing, spreadsheet, presentation, graphics and database applications.
  • Work collaboratively with a variety of faculty and staff in carrying out research and reporting functions and provide strong internal and external customer support, especially in relation to assigned research projects.
  • Analyze information, think conceptually and formulate effective solutions.
  • Review and verify input and output data to ensure accuracy and efficiency.
  • Present complex data in a clear and concise manner both orally and in writing to a variety of audiences.
  • Design, post and manage complex web pages for institutional research purposes and website.
  • Prepare, produce and maintain research reports, data collection forms and tools, necessary research documentation, files and records related to research projects.
  • Maintain the confidentiality of information.
  • Plan and manage multiple tasks in an organized, collaborative and transparent manner within established timelines.
  • Understand, interpret, explain and apply applicable rules, regulations, policies and procedures, laws, codes and ordinances.
  • Establish and maintain cooperative and effective working relationships with others.

CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:
  1. In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
  2. Criminal Justice/Fingerprint Clearance.
  3. California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  4. DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. Full Salary Range:$50.44 - $61.31 per hour
Starting Salary Range: $50.44 - $55.61 per hour (Step 1 to 3). Normal entering step is Step 1.

CLASSIFICATION & RETIREMENT PLAN
Employees in classifications represented by the California School Employees' Association (CSEA) Chapter 196 and are required to comply fully with the CSEA/Marin Community College District (MCCD) Collective Bargaining Agreement. General information regarding rights and responsibilities under the Agreement can be found in the Collective Bargaining Agreements section of our Human Resources site. CSEA employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% of their reportable compensation on a monthly basis.

THE BENEFITS OF EMPLOYMENT WITH COLLEGE OF MARIN
CSEA Full-time Employees:
Medical Insurance: The District offers six plan options through Kaiser and Blue Shield. Effective 10/01/2025, the District's contributions for medical insurance coverage are as follows:
  • Employee-only: $1,700/month
  • Employee plus one dependent: $2,400/month
  • Employee plus two or more dependents: $2,900/month
Dental and Vision Insurance - Delta Dental and VSP vision plans for employee and dependents, with no cost to employees

Life Insurance - $50,000, with the option to purchase additional voluntary life insurance for the Lesser of 5x base annual salary or $500,000
