Under the general direction of the Executive Director of Business Services, the Director of Purchasing & Contract Services plans, organizes, coordinates, and directs all procurement and contracting activities of the District in the acquisition of supplies, materials, apparatus, equipment, and services, including professional, maintenance, and construction services; develops policies and procedures to ensure compliance with state and federal laws; provides subject matter assistance and guidance to District staff; and trains and evaluates the performance of subordinate staff. Participates in the development, management, and administration of the annual budget for the assigned area of responsibility; forecasts fund allocations; monitors and approves expenditures; and implements adjustments as needed.




EXAMPLE OF DUTIES:

  1. Directs the daily operations of the District's procurement activities, ensuring goods and services are procured in a timely and efficient manner. Directs the development and preparation of specifications, formal and informal bids, job walks, Requests for Quotation (RFQ), Requests for Proposal (RFP), purchase orders, and contracts, including negotiation and risk assessment.
  2. Plans, directs, drafts, and/or conducts complex solicitations, contract negotiations, fixed assets, and Board reporting.
  3. Negotiates, drafts, and reviews terms and conditions for proposed agreements and contract awards to ensure the protection of District interests, best prices, and compliance with statutory requirements.
  4. Strategically plans, organizes, administers, coordinates, implements, oversees, manages, and evaluates District-wide purchasing and contracting services including fixed assets, salvage, records retention, risk mitigation and buying strategies.
  5. Develops and implements efficient procedures to enhance service delivery. Analyzes, applies, and makes recommendations in accordance with applicable District policies, regulations, procedures, ethical standards, guidelines, best practices, and applicable state and federal requirements.
  6. Maintains all contract templates and solicitation documents, including those for public works and construction projects; ensures that they are current and compliant with all legal requirements, and maintains complete and organized electronic and hard copy records of all purchasing transactions.
  7. Oversees the timely reporting and submittal of Board agenda items (e.g., authorizations to bid, contract awards, resolutions, purchases, conferences, fixed assets, salvaged items, notices of completion, etc.).
  8. Serves as an authorized District signatory for the execution of contracts, purchases, memoranda of understanding and certain legal documents.
  9. Schedules, assigns, and prioritizes workloads. Sets appropriate deadlines. Ensures timely completion of outstanding projects.
  10. Manages District fixed assets disposal and distribution of stock equipment and supplies. Declares District surplus property for review and approval by the Board of Trustees, as needed.
  11. Resolves contractual issues with vendors on behalf of user departments and project teams and issues instructions to Fiscal Services to withhold payment from non-performing vendors, as necessary.
  12. Works with various departments to define and plan long-range procurement needs.
  13. Enforces the District's centralized purchasing requirement; communicates and applies AP 6330 to ensure all procurement transactions are properly authorized and documented prior to commitment of District funds.
  14. Manages all aspects of the employee lifecycle including recruitment, task assignments, evaluation, performance, suspension, promotion, disciplinary actions, and grievance resolution, ensuring adherence to District policies and legal requirements.
  15. Performs related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES - May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.

  • Community College and/or local government/non-profit purchasing guidelines.
  • State of California Educational Code purchasing requirements.
    • Public Works contracts code.
  • Formal bidding process from development to award and recommendation to a Board of Trustees or other governing body in the state of California.
  • An Enterprise Resource Planning (ERP) integrated system.
  • Plan and schedule complex projects.
    • Ensure funding is available prior to solicitation being conducted.
    • Establish and maintain cooperative communication with staff, administrators, faculty, students and others contacted in the course of performing assigned duties in a multi-cultural environment.
    • Establish and maintain cooperative and effective working relationships with members of the college community and with outside contacts
  • Maintain accurate and effective records of projects and the status of assignments.
  • Follow oral and written directions; work independently with little direction.





MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE:
  • Bachelor's degree in business administration, public administration, supply chain management, or a related field.
  • Five (5) years of progressively responsible experience managing public sector procurement and contracting functions, including demonstrated experience with formal competitive bidding processes from development through award.
  • Three (3) years of supervisory or lead experience overseeing a procurement, contracting, or purchasing team.


PERFERRED QUALIFICATIONS:
  • Experience in a California community college, K-12 district, or other California public agency procurement environment.
  • Master's degree in business administration, public administration, or a related field.
  • Certification in one or more of the following:
    1. Certified Public Purchasing Officer (C.P.P.O.) - Universal Public Purchasing Certification Council
    2. Certified Professional Public Buyer (C.P.P.B.) - Universal Public Purchasing Certification Council
    3. Certified Purchasing Manager (C.P.M.) - Institute for Supply Management
    4. Accredited Purchasing Practitioner (A.P.P.) - Institute for Supply Management
    5. Certified Professional Contracts Manager (C.P.C.M.) - National Contract Management Association
    6. Certified Associate Contracts Manager (C.A.C.M.) - National Contract Management Association



Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
