POSITION OVERVIEW
College of Marin is seeking a dynamic and experienced professional to lead the Nursing Education Department. This pivotal role oversees program operations, curriculum development, and accreditation compliance, ensuring excellence in nursing education aligned with our college's mission and goals. This position offers the opportunity to provide strategic leadership, collaborate across departments, and make a meaningful impact on the future of healthcare education.
Under general direction of the Dean of Workforce Development and Career Technical Education, plans, manages, directs and integrates instruction and operations of the programs, services and activities of the Nursing Education department; oversees education planning and curriculum development in accordance with the mission, goals and objectives of the College and Nursing Education department; coordinates academic area, programs and services with other departments; ensures program meets accreditation and Board of Registered Nursing requirements and guidelines; provides responsible and complex professional assistance to the Dean of Workforce Development and CTE in areas of expertise; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Director of Nursing is distinguished from other Directors in that the incumbent is an educational administrator responsible for the overall leadership and operations of the Nursing Education Department and its instructional program. Incumbents must meet the Board of Registered Nursing minimum requirements including maintaining a Registered Nursing license. The work involves a wide variety of independent decision making within general policy and regulatory guidelines.

Essential Functions
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
- Leads and directs the strategic planning, organization, and evaluation of the Nursing Education department; collaborates with the Dean, faculty, and staff to develop and implement long-term program goals aligned with the College mission; oversees development, implementation, and continuous evaluation of departmental policies, systems, and procedures to ensure achievement of program outcomes and operational standards.
- Guides and collaborates with academic deans, department chairs, other faculty and staff to develop class schedules and student learning support programs, pursuant to proper course articulation policies and standards, student diversity, student needs, state and local healthcare training standards and regulations, licensing and certification standards; builds, fosters and advances student-centered programs, services, events, outreach and activities that are integrated with division goals and objectives.
- Represents the Nursing Education program in participatory governance processes and collaborates with the Academic Senate, faculty leadership, and institutional stakeholders on academic planning and program development; provides guidance to, receives, and presents recommendations from Academic Senate and other representative organizations, as applicable, regarding the planning, implementation and review of academic programs, services, activities and related matters.
- In collaboration with the Dean of Career Education and Workforce Development, directs fiscal planning and budget oversight for the Nursing Education department, including grants and external funding sources; monitors expenditures and ensures alignment with institutional priorities and regulatory requirements; develops financial projections and statistical reports as required; develops multiyear plans for large purchases; approves purchase requests for supplies and equipment; monitors revenue and fee collection; ensures the department's grant funding and partnership-related fiscal matters are handled in accordance with College policies and regulations as well as appropriate state and federal laws and regulations.
- Leads the recruitment, supervision, mentorship, and evaluation of faculty and staff; establishes performance expectations, conducts evaluations including clinical instruction oversight, and implements professional development and performance improvement strategies; may participate in grievance hearings and take disciplinary action, up to and including termination, to address performance deficiencies, in accordance with College human resources policies and labor contract agreements.
- Cultivates, develops, and sustains strategic partnerships with healthcare organizations, educational institutions, and community agencies to expand clinical education opportunities and program resources, hospitals and other healthcare facilities, community organizations, government agencies, corporations and local businesses; liaises with clinical settings/ partners and utilizes an entrepreneurial approach to expand opportunities for students within an associated nursing program; collaborates with faculty to regularly convene the nursing program advisory committee.
- Ensures compliance with safety standards and regulatory requirements governing clinical education and off-site learning environments; collaborates with hospital and other healthcare staff regarding student nursing internships, credit course work, work-study onsite experience and other activities, student supervision and activity coordination.
- Serves as the primary regulatory authority and institutional liaison for the Board of Registered Nursing (BRN) and accrediting bodies; leads accreditation preparation, reporting, and ongoing regulatory compliance and anticipates changes to accreditation and reporting standards; provides department leadership with institutional accreditation activities with the Accrediting Commission of Community and Junior Colleges (ACCJC).
- Directs program evaluation processes including student learning outcomes assessment, equity metrics, and program effectiveness indicators; analyzes data and leads continuous quality improvement initiatives; conducts program reviews and studies, recommends modifications to programs, policies and procedures and implements changes; fosters quality instruction and optimal program functioning; develops and updates reports and data-tracking success measures for curriculum, courses and programs for departments.
- Makes presentations to the Board of Trustees, Cabinet and other groups; represents the College and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars.
- Fosters an environment that embraces equity-minded practices, integrity, trust, and respect; supports, implements and promotes compliance with the College's Diversity and Equal Employment Opportunity Plan in all aspects of employment and education; increases cultural and ethnic diversity in staffing, programs and services.

Requirements & Desirables
REQUIREMENTS
- A Master's or higher degree from an accredited college or university which includes course work in nursing, education, or administration.
- One (1) year's experience as an administrator at the supervisory level with validated performance of administrative responsibilities:
- Administrative position is defined as a director or assistant director whose responsibility and accountability includes coordinating, directing, fiscal planning, and all activities involved in developing, implementing and managing a nursing program.
- Administrative responsibility:
- in a registered nursing education program, which includes diploma, associate, baccalaureate, and/or post-licensure RN programs; or
- the registered nurse administrator of a hospital professional nursing education services program.
- An academic year of two (2) semesters or three (3) quarters will be regarded as equivalent to one year's administrative experience.
- Two (2) years' experience teaching in pre- or post-licensure registered nursing programs:
- An academic year is defined as two (2) semesters or three (3) quarters.
- Two (2) years' teaching experience as instructor.
- Full-time teaching experience preferred.
- Pre- or post-licensure registered nursing program such as associate, baccalaureate, master's, or doctoral degree nursing programs.
- One (1) year's continuous full-time experience, or its equivalent, providing direct patient care as a registered nurse; or equivalent experience and/or education as determined by the California Board of Registered Nursing (BRN).
- Active Registered Nursing license issued by the CA BRN or eligibility to obtain California RN licensure.
- Employment as the registered nursing program director is subject to CA BRN approval prior to initiation of employment.
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
DESIRABLE QUALIFICATIONS
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Nursing regulations, accreditation standards and state/federal codes, statutes and regulations pertaining to the administration of instructional programs in California Community Colleges.
- Administrative principles and methods including goal setting and long-range planning, program development/implementation, delegation and employee supervision.
- Curriculum development, instructional theory, program evaluation and student learning outcomes process.
- Licensing and certification requirements as specified by the Board of Registered Nursing.
- Accreditation standards of the Accrediting Commission for Community and Junior Colleges and Western Association of Schools and Colleges.
- Federal, state and local laws, regulations and court decisions governing area of assignment including Family Educational Rights and Privacy Act (FERPA), HIPAA, California Education Code and regulations, requirements and reporting systems of the Board of Registered Nursing.

CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:
- In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
- Criminal Justice/Fingerprint Clearance.
- To ensure compliance with the substance abuse and background screening policies of the District's allied health care facilities and hospitals, post-offer, pre-employment drug screening and background checks will be conducted. Thereafter, nursing administrators shall be subject to drug testing and background screening in accordance with clinical affiliate agreements, which may vary by site.
- California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
- DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. Supplemental & Salary Information
CLASSIFICATION CATEGORY AND RETIREMENT PLAN
The Director of Nursing is an educational administrative position, and in compliance with all applicable sections of the California Education Code, Board of Registered Nursing (RN), and serves as Program Administrator. Employees in this classification are members of the California State Teachers' Retirement System (CalSTRS). Educational administrative employees are employed subject to the terms and conditions set forth in the individual's employment agreement with the District.
SALARY INFORMATION
FLSA Status: Exempt
Salary Grade: Management Level M45
Full Salary Range: $153,516 to $195,324 annually.
