Program Manager of Adult Education, Adult Learning Center

Non-Unit Professional position, 37.5 hours/week; Grant-funded

Campus Location: Danvers

SALARY: Salary range $75,000.00 - $85,000.00. The offered salary will be commensurate with experience and education but will not exceed the stated range. GENERAL STATEMENT OF DUTIES:

The Program Manager of Adult Basic Education provides hands-on leadership, strategic oversight, and administrative direction for all adult basic education and workforce readiness programming under the College's DESE Adult Basic Education (ABE) portfolio. This role ensures program alignment with institutional goals, state and federal regulations, and community workforce needs. The Program Manager is responsible for program development, fiscal management, grants administration, data compliance, and cross-sector partnerships while supervising and evaluating ABE program staff and supporting educational transitions for adult learners.

ESSENTIAL FUNCTIONS:

  • Lead the design, implementation, and evaluation of Adult Basic Education (ABE) programs (e.g., High School Equivalency (HSE), Distance Learning, and MassSTEP, and potential future programming).
  • Hire, supervise and evaluate ABE program coordinators, instructional staff, advisors, and administrative support personnel.
  • Develop and oversee program budgets and expenditures with the VP; approve purchase requisitions and ensure proper fiscal controls.
  • Direct the use of DESE's LACES system and other reporting tools to ensure timely and accurate reporting to DESE and other funders in collaboration with program coordinators.
  • Oversee intake, enrollment, orientation, and transition strategies for adult learners.
  • Serve as the College's primary liaison to the Massachusetts DESE ABE office, regional workforce boards, WIOA partners, and community-based organizations.
  • Represent the College on regional and statewide ABE planning committees and coalitions.
  • Develop and maintain proficiency in advising software (e.g., Navigate) and utilize general technology/spreadsheet skills to support program operations.
  • Supervise day and evening programs across multiple campuses and online learning environments.


SUPERVISION RECEIVED: Vice President for Strategic Planning and Alignment

Job Requirements:
  • Bachelor's degree in Adult Education, Social Work, Education, Higher Education, Business Administration, Human Services, Public Administration, Psychology/Counseling, or related field required.
  • Minimum of three (3) years in a supervisory or management role.
  • Experience supporting college and career pathway development for adult learners.
  • Experience in preparing, managing, and reporting on state and federal grants.
  • Candidates will be required to pass a CORI/SORI and/or National background check as a condition of employment.


PREFERRED QUALIFICIATIONS:

  • Demonstrated experience in leading union employees.
  • Experience in conducting staff and instructor performance evaluations and developing performance improvement plans (PIPs) when necessary.
  • Demonstrated experience with program design and compliance with adult learners.
  • Experienced with data interpretation and program assessment.
  • Experience building partnerships with community organizations, workforce agencies, and higher education institutions.


Working Conditions and Expectations

  • This position operates in a professional office environment and requires regular travel between campuses and partner locations. The manager will collaborate closely with internal departments and external partners to support program initiatives. Some evening and weekend hours may be required to meet project or partnership needs.
