Position Summary
The Business and Finance Office is at the center of North Seattle College's financial and business operation, serving our students and campus community. The Budget Analyst 2 position plays a vital role in the office to support our community and our mission to serve our students and staff. Under the supervision of the Director of Budget, Business Operations, and Internal Control, the Budget Analyst 2 position carries out a broad range of complex, specialized fiscal and financial responsibilities, providing expert-level analysis in support of budget development, implementation, allocation, and oversight college-wide. Duties encompass all operating, non-operating, and capital funds and programs college-wide. In addition, this position works to perform budget analysis duties in accordance with Generally Accepted Accounting Principles (GAAP) and the Office of Financial Management (OFM) regulations.

This position assists and supports administrators and college departments in collecting, analyzing, and interpreting budget and accounting information, including the critical element of position control; furthermore, it provides vital departmental support in the fiscal management of the college's grants and contracts.

This position is governed by a collective bargaining agreement with representation by WFSE.

Essential Functions
  • Conducting financial analysis in support of college administration and personnel in the planning, implementation, and management of fiscal resources and utilization.
  • Serving as primary point of contact for unit, divisional, and program offices on fiscal matters. Providing guidance on and collaborates in the development and revision of budgets.
  • Working on the College's budget management and annual budget process based on established procedures.
  • Responding to budget concerns from departments, researching root cause of discrepancy and work with appropriate department(s) to refine processes to prevent errors from upstream.
  • Developing and assisting in the development of fiscal training and training materials for college personnel.
  • Conducting analysis of proposed annual funding allocation model, approves, sets up appropriate budget accounts and revisions.
  • Monitoring the budgetary elements of position control reporting to the Director on the fiscal impacts of position changes across the college.
  • Supporting the Business Office's interface with the college's Financial Aid Office, lending expertise and assistance in the distribution of financial aid resources.
  • Developing cost-benefit, cost allocation, and forecasting models to support decision-making.
  • Working on the College's capital project funding monitoring funding and conducting cost analysis when needed.
  • Collaborating with stakeholders across the District to develop and standardize business processes.
  • Providing essential back-up for the fiscal monitoring, reconciliation, and regulatory compliance of State Board (SBCTC) and federal grants, the Seattle Colleges Foundation and other private source of awards; creating, preparing, and processing invoices and other documentation for grant and contracts.
  • Working on other duties and projects as assigned.

Qualifications
  • Bachelor's degree in business, public administration, accounting, economics, or statistics, or a related field
  • Three years of full-time professional experience in budget development, budget management, fiscal analysis, or financial management.
  • Ability to develop, analyze, document and monitor budgets and appropriations.
  • Ability to coordinate and provide technical support to the preparation of analysis for budget development and spending plans.
  • Demonstrated experience working with office software and applications such as Microsoft Outlook, Teams, SharePoint, Word, as well as financial systems such as PeopleSoft.
  • Demonstrated advanced skill in using Microsoft Excel (such as use of VLOOKUP, pivot table & reporting, use of functions and formulas, data analysis, etc.).
  • Demonstrated ability to prioritize, stay on task with frequent interruptions, and meet work deadlines.
  • High degree of attention to detail and accuracy in work.
  • Demonstrated ability to synthesize complex ideas and communicate with clarity in written and oral communication.
  • Demonstrated ability to work effectively across all functional areas in a diverse team environment.
  • Familiarity with, and ability to interpret, FAM, RCW, SBCTC and State of Washington policies, rules, and regulations or other similar state financial and budget related rules and regulations.

Physical Requirements
Ability to perform range of physical motions, exerting up to 25 pounds; lifting and carrying up to 25 pounds; standing, walking, sitting for long periods of time, kneeling, squatting, and stooping; and traversing up and down stairs.
