CAFYES/CARE Program Specialist
Allan Hancock College is accepting applications for a full-time, 37-hour per week, 12 month position supporting the CAFYES (Cooperative Agencies Foster Youth Educational Support) program and CARE (Cooperative Agencies Resources for Education) program. The desired start date is November 2018. The successful candidate must pass a Department of Justice clearance and a pre-employment health and physical before the start date.

*This position is contingent on continuous funding

Work Schedule:
Monday - Thursday, 8:00 a.m. - 4:30 p.m. and Friday, 8:00 a.m. - 4:00 p.m.

SALARY AND BENEFITS:
The salary is range 19, $3,317 to $4,032 per month on the classified bargaining unit salary schedule).
Benefits include medical, dental, life, vision (employee only), salary protection insurance, and eligibility for PERS retirement.

CAFYES/CARE PROGRAM SPECIALIST
(Specially Funded, FC 88017)
DEFINITION:
Under supervision of Director, Extended Opportunities Programs and Services (EOPS), assists in planning and implementation of the CAFYES (Cooperating Agencies Foster Youth Educational Support) Program and CARE (Cooperative Agencies Resources for Education) program within the Extended Opportunities Programs and Services (EOPS) program and activities; and values and promotes the mission and vision of the college.

CLASS CHARACTERISTICS:
Under minimal supervision, the incumbent in this position must have a good working knowledge of the college's CAFYES and CARE programs and assists the supervisor in a wide range of routine program administration as well as handling related clerical duties. The incumbent has a high frequency of contact with students, college staff, and the general public, requiring tact and excellent oral and written communication skills. The incumbent will also interact with clientele from diverse socioeconomic, cultural and ethnic backgrounds and is required to have sensitivity toward the above.

ESSENTIAL FUNCTIONS:
1. Processes student documents, interprets, analyzes, and determines eligibility of award grants, and manages the case load of CAFYES and CARE participants.
2. Prepares and presents orientation materials with regard to program requirements; assists with admission and registration forms; assists with financial aid forms; and makes referrals to other college service areas.
3. Interprets and implements federal and state guidelines related to CAFYES and the EOPS/CARE regulations and in applying EOPS procedures to monitor satisfactory academic progress; advises students on maintaining program eligibility.
4. Assists with budget development and monitoring expenditures.
5. Confirms information on EOPS aid award letters and contacts the Department of Social Services to request information to verify CalWORKS eligibility in order to confer CAFYES and CARE grants.
6. Trains and directs workload of CAFYES and CARE peer advisors and assists with supervising student workers.
7. Develops and implements outreach presentations to district high school teen parent programs and community programs for potential AHC/CAFYES/CARE students.
8. Assists in developing and preparing correspondence, flyers, handbooks, reports, word documents, and award notifications.
9. Identifies, develops, and maintains individual files and records of participants.
10. Prepares, generates, and reviews reports for accuracy as requested.
11. Coordinates CAFYES and CARE workshops and activities.
12. Participates in meetings and workshops as required.
13. Answers telephone and processes mail.
14. Performs related duties as assigned.

MINIMUM QUALIFICATIONS:
Knowledge of:
Community resources and services;
Processes, procedures, and requirements of the EOPS/CARE and CAFYES programs;
Principles of good customer service;
Correct English usage, spelling, grammar, and punctuation;
Organizational skills and office techniques;
Budget procedures;
Filing systems and word processing;
Written communications;
Processes, procedures, and requirements of the college's CAFYES and CARE programs.

Demonstrated ability to:
Understand, interpret, and apply laws, regulations, policies, guidelines and procedures;
Plan, organize, and conduct group functions and meetings;
Investigate and research problems, devise solutions, and present recommendations;
Work independently with minimal supervision;
Plan and organize work and establish priorities;
Compile and maintain accurate and complete records;
Understand and carry out oral and written directions;
Prepare and present oral and written reports in a clear and concise manner.

Education and Experience:
Associate degree in appropriate field, or higher, and two years experience with public services programs, or any equivalent combination of training and experience.

Working Conditions:
Duties are primarily performed in an office environment, at a desk or at a computer.
The incumbent will experience interruptions while performing normal duties during the
regular workday.
The incumbent will have contact, in person, via email, or on the telephone, with executive, management, supervisory, academic and classified staff and the general public.


Physical Demands:
Typically may sit for extended periods of time.
Operates a computer.
Communicates over the telephone, by email, and in person.
Regularly lifts, carries and/or moves objects weighing up to 10 pounds.

Special Qualification:
A sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and to staff and students with disabilities.
