Overview:

The Director of Facilities Operations reports directly to the Associate Vice President of Facilities Management, and is a key member of the Facilities Management leadership team. Directs and provides leadership to management, staff, and resources of the Physical Plant department. Responsible for the maintenance and operation of campus buildings, utility systems, and the heating, ventilaton and air conditioning sytems, and sustainability programs. The physical plant consists of approximately 3.1 million square feet of building space on a 388-acre campus core site. Other duties as assigned.

Position Summary:

  • Working with the Associate Vice President for Facilities Management, develop Department goals and objectives that support the University's Strategic Plan.
  • ?Works with the Associate Vice President for Facilities Management on annual and long-range planning including; budget, staffing, and department resource allocation.
  • Provides leadership, oversight and direction to assigned areas of responsibility to ensure that they are efficiently working to meet Department goals and objectives.

  • Acts and performs as a cooperative and engaged member of the Facilities Management team.

  • Coordinates and regularly evaluates the efforts of assigned areas of responsibility at meeting the needs of the University Community.

  • Oversee proper hiring, evaluation, and training of all assigned staff, and for contributing to their personal and professional development.

  • Strives to ensure that the areas of responsibility provide superior service to the University Community.

  • Directly oversees Work Control Center.

  • Embraces and encourages innovation and creativity.

  • Ensures assigned personnel have the needed supplies, equipment, tools and training to perform their assignments.

  • Represents assigned areas of responsibility for all department-related matters.

  • Ensures timely and accurate file keeping of required databases and records.

  • Provides requires reports, studies and meterics as required.

  • Ensures University policies, federal and state guidelines, as well as all safety regulations are known and observed by assigned staff.

  • Works to ensure that Department work conditions are safe and work performed is done is a safe manner.

  • Establishs external contacts with regulatory, private and educational entities to promote University goals and objectives.

  • Interprets, analyzes and implements pertinent provisions of Federal, State, Local and Chancellor's Office laws, statutes, codes, rules and orders.

  • Advises and educates the campus community regarding procedures and policies developed to address Department Programs.

  • Develop compliance strategies to ensure regulatory mandates are met.

  • Serves on University committees and CSU task forces as assigned.

  • Understands and interprets CSU policies and procedures and applicable building codes and regulations.

  • Determines staffing assignments to provide professional support.

  • Works rotating Saturday schedule, special events, swing and grave shifts as needed.

  • Performs job duties in a safe manner and follows established safety policies and procedures.

  • Is expected to maintain a professional-like attitude at all times while on duty.

  • Performs other related duties as may be required or directed.

Qualifications:

KNOWLEDGE:

  • Thorough knowledge of CSU operations and budgets.
  • Thorough knowledge of effective supervisory principals, practices, and techniques.
  • Thorough knowledge of effective work policies, practices, and procedures.
  • Knowledge of applicable Federal, State and local codes and building regulations.

ABILITY:

  • Demonstrated ability to manage a complex, large-sized organization.
  • Ability to read, accurately interpret and apply complex CSU, state and federal policies andregulations.
  • Ability to evaluate difficult problems and develop sound solutions.
  • Demonstrated ability to evaluate organizational needs and develop long-term plans.
  • Ability to establish working relationships with all other CSU campuses and the Chancellor's Office
  • Ability to effectively analyze, evaluate, and implement innovative and sound solutions for a wide-rangeof programs and policies.
  • Ability to evaluate an individual's job performance and make recommendations regarding improvementand/or correction.
  • Ability to perform administrative duties, and become familiar with the entire office operation, budgets,and scope of work.
  • Ability to work with others, gather information and perform administrative tasks while maintainingcontinuity in all activities.
  • Ability to recognize and evaluate discrete components of complex problems and develop these intocomprehensive programs that fulfill a wide array of needs.
  • Ability to develop effective recommendations for facilities programs and policies.
  • Thorough knowledge of computerized database management techniques and applications.
  • Applied knowledge of statistical analysis and research techniques.
  • Ability to communicate effectively with CSU System officials, university administrative officials, campusdepartments, students, and campus community organizations.
  • Ability to negotiate, mediate and build consensus under difficult circumstances.
  • Ability to provide leadership in addressing complex and sensitive problems.
  • Ability to operate a motor vehicle on business in the State of California.

EXPERIENCE & EDUCATION:

  • Equivalent to graduation from a four-year college in architecture, engineering, business management,plant management, industrial technology or public administration.
  • A minimum of seven years experience managing Facilities Operations at a CSU campus.

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of CSU policies and procedures.
  • Experience managing Facilities Operations at a CSU campus.
